ظهر نظام الإدارة المحلية منذ بدء الخليقة فأينما يوجد تجمع سكاني تواجد معه نظام مصغر للإدارة المحلية، ومع تطور المجتمعات حدث تطور في أسلوب حكم المجتمع إلا انه كان الشكل المميز له هو المركزية المطلقة. ونظراً للتقدم الذى شهده العالم في الآونة الأخيرة في مجال تكنولوجيا المعلومات والاتصالات وما صاحب هذا التقدم من تحولات جذرية في الأنظمة السياسية والاقتصادية والثقافية والإدارية، فما يحدث خارج الإقليم من تطورات يؤثر بشكل مباشر علي القرارات والسياسات المنظمة للإقليم الأمر الذي أدي إلي اتساع احتياجات المواطن ومتطلباته في الوقت الذى عجزت فيه الحكومات عن الإيفاء بهذه المتطلبات، مما أوجب ضرورة وجود هيئات أو مجالس تكون بمثابة همزة وصل بين المواطن والحكومة المركزية. وتعتبر المجالس الشعبية المحلية مدارس لتخريج القيادات على المستوى الوطني، فهي تتمتع بدور مهم في التنشئة الوطنية والسياسية، وهي شريك مع السلطة المركزية لتنفيذ السياسات العامة للدولة، بالإضافة إلى دورها في الرقابة على تنفيذ هذه السياسات، وهذا هو الدور الحقيقي للمجالس الشعبية المحلية والذى تسعي الحكومة الحالية لتفعيله، وفى الدول ذات النظام الديمقراطي تتركز الاختصاصات في المجلس المحلي الذي يشكل بالانتخاب المباشر وتعطى له الحكومات المركزية الحرية والاستقلالية في اتخاذ القرارات، أما الدول ذات الأنظمة الديكتاتورية فيكون للمجلس التنفيذي سلطات أوسع حيث يكون للحكومة المركزية حق التدخل بشكل كبير في شئون المحليات.
The system of the local administration has emerged since the beginning of creation ,wherever there is a conglomeration there will be a microcosm of the local administration. With the development of communities, a development in the manner of the community’s rule has occurred but the distinguished form of it was the absolute centralism. Due to the progress that the world witnessed recently in the field of information and communication technology and what is concomitant to this progress from radical changes in the political, economic, cultural and administrative systems. What happened outside the territory from developments has a direct effect on the resolutions and policies regulating the territory, which led to the breadth of the needs and requirements of the citizen at the time when governments are unable to satisfy these needs, that necessitated the need for the existence of bodies or councils that serves as a the liaison between the citizen and the central government. The local People's Councils are considered schools for graduating the leaderships on the national level, it is enriched with an important role in the national and political role upbringing, and it is a partner with the central authority for executing the general policies of the state, in addition to its role of supervising on these polices, and this is the real meaning of the local People's Councils that the current government seeks to activate. In countries with a democratic regime, the competences are concentrated in local council that is constituted by direct election, and the central governments give it freedom and independence in taking resolutions, but the countries with dictatorial regimes the executive council has wider powers, that the central government has the right to interfere significantly in the affairs of localities.
