المستخلص: Well organized plan of action is the indicator of civilization evaluation in any state. The governmental offices should be able to set down proper plan to be put in action for development and better outputs. The plan of action needs data and information to study all the relative categories and concepts for better results. It becomes clear that the developing countries have experience on the importance of planning and how it leads these countries to be developed countries in accordance with international standards. This kind of planning needs cooperation of both sectors private and public in order to be able to put the planning in action; through deep rooted studies, providing well organized data and the related information to support the plan for progresses. This plan is (Indicating Planning) that should be supported by studies and theories as it is a critical one to specify the standard of development in any community. Then Admin unit in any department should pay great attention on plan of action as it is the method of development and promoting the living standard
