يعتبر الحكم هو احد عناصر الوصول بالأداء لأفضل مستوى أثناء المنافسات الرياضية، لذا كان لزاما عليه التعرف على كل ما هو جديد ومستحدث للمعارف والمعلومات المرتبطة بمجاله، وكذا العلوم المرتبطة بعلم التدريب، وان من ابرز الخصائص التي تميز الحكم الرياضي الناجح اعتماده على المعارف والمعلومات العلمية، وعلى الحكم أن يستمد مادته ومعارفه العامة من العلوم الطبيعية والإنسانية والتي ترتبط تطبيقاتها بالمجال الرياضي. ويهدف هذا البحث إلى بناء اختبار معرفي لحكام كرة القدم بالمملكة العربية السعودية، وكذلك التعرف علي مستوى المعارف والمعلومات لحكام كرة القدم بالمملكة العربية السعودية. واستخدم الباحث المنهج الوصفي نظرا لمناسبته لطبيعة هذه الدراسة. ويتمثل مجتمع البحث في حكام كرة القدم بالمملكة العربية السعودية، والذي بلغ عددهم (٨٤٤) حكم، منهم عدد (١٦) حكم دولي، وقد تم اختيار عينة البحث من الحكام المشاركون في الدورة الدولية لحكام كرة القدم والتي اقيمت في معهد إعداد القادة بالرياض في الفترة من ١٣/١/١٤٣٢ إلي ١٨/١/١٤٣٢هـ، وبلغ عددهم (٨٦) حكما منهم عدد (٣٦) حكم ساحة، وعدد (٥٠) حكم ساحة، وبذلك تصبح عينة البحث الأساسية عدد (٨٦) حكم، وقد تم اختيار عدد (١٠) حكام من مجتمع البحث ومن خارج عينة البحث الأساسية لإجراء الدراسة الاستطلاعية عليهم. ومن أدوات جمع البيانات استخدم الباحث المقابلة الشخصية، وقام بتصميم اختبار معرفي لقياس المعارف والمعلومات لدي الحكام بالمملكة العربية السعودية. ومن أهم النتائج التي توصل إليها الباحث أنه تم بناء وتصميم اختبار معرفي لحكام كرة القدم بالمملكة العربية السعودية وذلك وفقا للأسس العلمية لبناء الاختبارات المعرفية، وكذلك أمكن قياس المعرفة القانونية لحكام كرة القدم بالمملكة العربية السعودية من خلال المحاور السبعة المحددة بالبحث، وك ذلك وجود تباين بين الحكام في الاختبار المعرفي لحكام كرة القدم بالمملكة العربية السعودية. \

The researcher used the descriptive method because of its relevance to the nature of this study. The data collection instruments researcher used the interview, and he designed a knowledge test to measure knowledge and information I have the rulers of Saudi Arabia.
