للرقابة أهميتها البالغة، وأثرها الفعال في المحافظة على الموارد الاقتصادية للدول، وكذلك المحافظة على حقوق الأفراد من التعدي والمصادرة، كما أنها وسيلة فعالة لضمان توزيع الناتج القومي على فئات الشعب بصورة عادلة، والرقابة في إحدى صورها تعني التأكد من تحقيق الأهداف التي تسعى الدول لتحقيقها من خلال السياسات الاقتصادية والمالية والاجتماعية. أولى الله تعالى الرقابة اهتماما كبيرا؛ لذا وردت كلمة الرقيب في أكثر من موضع في القرآن الكريم، نحو قوله تعالى: ﴿وَكَانَ اللَّهُ عَلَى كُلِّ شَيْءٍ رَّقِيباً﴾، وذلك للدلالة على أهميتها في الحفاظ على المجتمع وصيانة حقوق الأفراد. ومن هنا كان للرقابة مكانها اللائق في فكر الإمام علي()، فقد كانت من أولوياته استشعارا منه لأهميتها في إنجاز الأعمال، وتحقيق العدالة، وإعادة ثقة الرعية بالراعي بعد أن أصابها التشويه فيما مضى من الأيام، لذا نراه ينبري بشدة لاسترداد ما نُهِب من أموال المسلمين، وما أُضِيع من حقوقهم، فقال قولته المشهورة في المال المأخوذ في غير حقه: " وَوَاَللَّهِ لَوْ وَجَدْتُهُ قَدْ تُزُوِّجَ بِهِ اَلنِّسَاءُ، وَ مُلكَ بِهِ اَلْإِمَاءُ لَرَدَدْتُهُ، فَإِنَّ فِي اَلْعَدْلِ سَعَةً، وَمَنْ ضَاقَ عَلَيْهِ اَلْعَدْلُ فَالْجَوْرُ عَلَيْهِ أَضْيَقُ". وإيمانا بأهمية الرقابة في حفظ الأنفس والأموال، وبقيمة الفكر الرقابي للإمام علي()، وما يحمل بين جنباته من مُثُل إنسانية غاية في النبل والمروءة في وقت نحن أحوج فيه إلى رقابة واعية صادقة هدفها الحفاظ على ثروات البلد، وصيانة كرامة الإنسان فيه، تناول البحث هذا في عدة نقاط منها: الرقابة في اللغة والاصطلاح، ومشروعية الرقابة، كما تناول فلسفة الرقابة عند الإمام علي()، واختياره للموظفين، ووصاياه لعماله، ومحاسبة المقصرين منهم. ونحن الآن أحوج ما نكون إلى روح الإمام علي ()، وفكره في الحفاظ على ممتلكات الرعية وحقوقها، وحماية البلد، وصيانة كرامة الإنسان عن طريق تفعيل الدور الرقابي للدولة بحيث يُحاسَب المسؤولون والأفراد بلا تمييز، واستلهاما لنهج الإمام علي () في إرساء أسس الرقابة الواعية المنضبطة، يمكن أن نخلص إلى ما يأتي: 1. تقوية الحافز الذاتي لدى الموظفين، مما يؤدي إلى تعزيز الرقابة الذاتية، واستشعار الفرد المسلم بأن هناك رقيبا دائما عليه. 2. اختيار أهل الصدق والأمانة والكفاءة للقيام بمهمة الرقابة 3. الحيادية والاستقلال للأجهزة الرقابية بحيث لا تكون منضوية تحت جهة سياسية أو طائفية معينة. 4. رفع المستوى المعاشي للموظفين، وتوفير الحياة الكريمة لهم بحيث لا يطمع الموظف بما في يد المواطن. 5. رفع المستوى المعاشي لمن يقوم بدور الرقيب حتى لا تسهل رشوته والتأثير فيه.
Observation is very important. It has a very influential impact in maintaining the economic resources of the States, as well as preservation of the rights of individuals from infringement and seizure, and it is also an effective way to ensure the distribution of the national product to the categories of people fairly, and oversight in one of its forms means sure of achieving the goals that countries are trying to achieve during the economic and financial policies and social development. God gave observation a priority much attention, therefore the word (observer) is mentioned in more than one place in the Koran. He said in the verse: (God was everything observer) and that's a sign of their importance in maintaining the community and maintain the rights of individuals. From here the observation has its proper place in the thought of AL- Imam Ali (Peace be upon him) aware of its importance in the completion of the work, and the achievement of justice, and restore the confidence of the guardian after being hit by distortion in the past days, so we see him doing his best hard to recover looted funds Muslims, and the waste of their rights, He said famously in the money taken in wrongly: "I swear God, if I found the women marry it, and it had the slaves to recover, in justice there is a capacity, and that who is in distress, so the injustice is narrower. ''Believing in the importance of observation in save lives and money, and in the value of observing thought of AL- Imam Ali (P.B.U.H) and what carry among the good things of humanitarian lessons in nobility and chivalry at a time we are most in need of it to observe conscious and honest aimed at maintaining the country's wealth, and the maintenance of human dignity. In this research we dealt with several points including: observation in language and idioms (terminology), the legitimacy of observation, the research also dealt with the philosophy of observation of AL- Imam Ali(P.B.U.H) and his thought of observing the property of people and their rights, the protection of the country. And the maintenance of human dignity by activating the supervisory role of the State to punish officials and individuals without discrimination . In inspiration to the principles of AL-Imam Ali(P.B.U.H) in establishing the foundation of the observation, it can be can be concluded as follows: 1. Strengthen the self-motivation of the staff, that leading to greater self-observation, and let the Moslem that he is always observed. 2. Choosing the people of honesty and dignity to play the rol. 3. Impartiality and independence of the regulatory agencies so they are not under the umbrella of political party or particular denomination. 4. Raise the standard of living for employees, and provide a decent life for them so that no employee, including coveted in the hands of the citizen. 5. Raise the standard of living for those who act as a censor so as not to facilitate the bribe and influence it.
