يمر المجتمع السعودي رغم تمسكه بقيمه وعاداته الأصيلة بتغيرات سريعة، ولعل من أبرز تلك التغيرات ما نراه اليوم في حياتنا اليومية عامة وفي النواحي الاجتماعية بوجه خاص، فإن ظهور سلبيات لهذه المتغيرات أمر وارد ومنها على سبيل المثال لا الحصر المشكلات الأسرية إما بين الزوجين والتي قد تنتهي بالطلاق والفراق وإما بين الوالدين والأبناء التي قد تنتهي إلى سلوكيات غريبة لا تتفق مع قيم المجتمع كالعقوق والعنف والتعاطي إضافة إلى الاضطرابات النفسية. وانطلاقا من حرص ولاة الأمر حفظهم الله على حماية المجتمع السعودي من كل ما قد يشوبه من مشكلات خاصة في النواحي الاجتماعية، فقد بادرت وزارة الشؤون الاجتماعية من خلال الوكالة المساعدة للتنمية الاجتماعية بالسعي للتصدي لهذه المشكلات ومحاربتها عن طريق اكتشافها مبكرا قبل أن تستفحل أو عن طريق مساعدة من يحتاج من أفراد المجتمع أو الأسر إلى إرشاد في كيفية التعامل مع المشكلة وأطرافها، وتعتبر مراكز الإرشاد الاجتماعي بمثابة شكلا من أشكال المنظمات الداعمة للأسرة في المملكة العربية السعودية، حيث يمكن اعتبارها مؤسسات حكومية تحقق مبدأ المشاركة المجتمعية في المجتمع ولهذه المراكز هيئة استشارية تغطي الجوانب الشرعية والاجتماعية والنفسية إضافة إلى نخبة من المستشارين في مختلف التخصصات وطاقم من الأخصائيين الاجتماعيين والنفسيين، وفي هذا البحث تم التعرف على أهم المؤشرات التخطيطية المؤثرة في زيادة فاعلية مراكز الإرشاد الاجتماعي تمهيدا لبناء إطار تصوري تنفيذي لآليات التفعيل من خلال مدى توفر هذه المؤشرات في المراكز حيث أن وجودها كمؤشرات يساهم في زيادة فاعليتها في إنجاز أهدافها وتتضمن أهداف هذه المراكز، العاملين بها (الموارد البشرية)، الأسلوب العلمي المنهجي في أداء العمل، طبيعة الاستشارات والبرامج المقدمة، الإمكانيات والتسهيلات لنجاح العمل بها.
Despite its adherence of its inherent values and customs, the Saudi society has rapid changes , perhaps the most notable of these changes is what we can see today in our daily life in general and in the social aspects in particular , the emergence of cons to these changes is expected thing , for example, but not limited; the family problems either between the pairs, which may end with divorce and separation , or between parents and children that may end with strange behaviors that are not consistent with the values of the society such as impiety , violence and abuse, as well as mental disorders . From the rulers interest, may Allah protect them of maintaining the Saudi society from all streaked problems, especially in the social aspects , the Ministry of Social Affairs, through the assistance agency for social development, has taken the initiative to address and control these problems through early detection to these problems before becoming greater or through providing assistance to those who need counseling of the society members or families of how to deal with the problem and its parties. The social instruction centers is considered as a social form of the supporting organizations for the family in the Kingdom of Saudi Arabia, where they can be considered as government institutions verify the principle of community participation in the society. These centers have an advisory body covering legitimacy, social, and psychological aspects, as well as a selection of advisories in various specialties and a staff of social workers and psychologists. This research identifies the most important planning indicators that affecting the effectiveness of the social counseling centers in preparation for building executive conceptual framework of the mechanisms activation through the extent of the availability of these indicators in these centers, where their presence as indicators contributes in increasing their effectiveness in achieving their goals. The goals of these centers include, their staff (human resources), the systematic scientific approach in work performance, the nature of the provided consultations and software, as well as the possibilities and facilities lead to the success of their work.
