المستخلص: This research aims to establish a transitional cooperation agreement between the Egyptian Football Association and the League or Committee of Premier League Clubs to organize and define the relationship between the Egyptian Football Association and the League or Committee of Premier League Clubs. It also aims to define steps and mechanisms for implementing this agreement that does not conflict with the regulations and laws. The researcher used a descriptive approach (survey studies). The research population was selected from: - Sports clubs participating in the football premier league season 2014/2015 AD, and the Egyptian Football Association. This population includes some of the present and former members of the Egyptian Football Association's Board of Directors and the legal advisors. The Egyptian Football Association, as well as the community of experts for sports regulations, laws, and legislation. This community includes academic sports experts in the field of sports legislation and laws. The research sample consisted of 13 individuals for a personal interview and 45 individuals to apply the questionnaire. The researcher used the personal interview and the questionnaire as tools to collect data from the field on the research topic. The researcher's main findings were the design of a proposed transitional cooperation agreement to organize and define the relationship between the Egyptian Football Association and the League or Committee of Premier League Clubs (A). This agreement includes nineteen clauses: (the parties to the agreement, the objectives of the agreement, the term of the agreement, the formation of the board of directors of the league or the committee, the powers of the committee or the league, the internal committee regulations, the organizational and administrative structure, the committee's decisions and the dates set for sending those decisions, the right to participate, professional clubs licenses, teams categories participating in championships organized by the federation, players and everything related to the affairs of first division players, national teams affairs, referees and observers, competition affairs for the first division, financial affairs, administrative affairs, marketing television, and commercial rights). The most important recommendations were to activate this proposed agreement to be one of the important positive steps to end the difference between the management of the Egyptian Football Association and the management of the league or committee of the first division (Premier) clubs to regulate the relationship between the two parties, and the need to transform the league or committee of the first division (Premier) clubs into an association of professional clubs in order to be able to manage the general league competition as required and to play the role that the International Federation imposes on clubs at present, which is the need to implement the professional league and the first step of those requirements is the establishment of the Football Professional Clubs Association. Furthermore, the competent minister uses his powers to grant the First Division Clubs Committee the right to transfer the committee to the Professional Football Clubs Association by giving it a declaration or a temporary license for one year. It would be renewed until the Sports Law is issued so that the committee can carry out its duties similar to the Association of Professional Players, which is granted such a license or temporary renewable declaration for one year. The general assembly of the first division clubs committee should be limited to Premier League clubs (A). The association's general assembly does not interfere in making crucial decisions concerning Premier League clubs (A) exclusively. The researcher also recommends that television broadcasts of Premier League matches be collective and not individual and that clubs pledge to protect the association's percentage and give it at the specified dates.

يهدف هذا البحث إلى وضع ميثاق تعاون انتقالي بين الاتحاد المصري لكرة القدم وبين رابطة أو لجنة أندية الدوري الممتاز لتنظيم وتحديد العلاقة بين الاتحاد المصري لكرة القدم وبين رابطة أو لجنة أندية الدوري الممتاز كما يهدف أيضاً إلى تحديد خطوات وأليات تنفيذ هذا الميثاق بما لا يتعارض مع اللوائح والقوانين، وقد استخدم الباحث المنهج الوصفي (الدراسات المسحية)، وتم اختيار مجتمع البحث من:- الأندية الرياضية المشاركة في الدوري الممتاز لكرة القدم موسم 2014/2015م، والاتحاد المصري لكرة القدم ويشمل هذا المجتمع بعض من السادة أعضاء مجلس إدارة الاتحاد الحاليين والسابقين وأيضاً السادة المستشارين القانونيين للاتحاد المصري لكرة القدم، وأيضاً مجتمع خبراء اللوائح والقوانين والتشريعات الرياضية ويشمل هذا المجتمع الخبراء الأكاديميين الرياضيين في مجال التشريعات والقوانين الرياضية، وتكونت عينة البحث من 13 فرد للمقابلة الشخصية و45 فرد لتطبيق الاستبيان، واستخدم الباحث المقابلة الشخصية والاستبيان كأدوات لجمع البيانات من الميدان حول موضوع البحث وكانت أهم النتائج التي توصل إليها الباحث هو تصميم ميثاق تعاون انتقالي مقترح لتنظيم وتحديد العلاقة بين الاتحاد المصري لكرة القدم ورابطة أو لجنة أندية الدوري الممتاز (أ) ويشتمل هذا الميثاق تسعة عشر بنداً هما: (أطراف الاتفاق، أهداف الاتفاق، مدة الاتفاق، تشكيل مجلس إدارة الرابطة أو اللجنة، صلاحيات اللجنة أو الرابطة، لائحة اللجنة الداخلية، الهيكل التنظيمي والإداري، قرارات اللجنة والمواعيد المقررة لإرسال تلك القرارات، حق المشاركة، رخص الأندية المحترفة، فئات الفرق المشاركة في البطولات التي ينظمها الاتحاد، اللاعبون وكل ما يتعلق بشئون لاعبين القسم الأول الممتاز، شئون المنتخبات الوطنية، الحكام والمراقبون، شئون المسابقات الخاصة بالقسم الأول الممتاز، الشئون المالية، الشئون الإدارية، الحقوق التسويقية والتلفزيونية والتجارية) وكانت أهم التوصيات تفعيل هذا الميثاق المقترح ليكون أحد الخطوات الإيجابية الهامة لإنهاء الخلاف بين إدارة الاتحاد المصري لكرة القدم وبين إدارة رابطة أو لجنة أندية القسم الأول (الممتاز) لتنظيم العلاقة بين الطرفين، وضرورة تحويل رابطة أو لجنة أندية القسم الأول (الممتاز) إلى رابطة للأندية المحترفة حتى تتمكن من إدارة مسابقة الدوري العام بالشكل المطلوب والقيام بالدور الذي يفرضه الاتحاد الدولي على الأندية في الوقت الراهن وهو ضرورة تطبيق دوري المحترفين وأولى خطوات تلك المتطلبات هو إنشاء رابطة الأندية المحترفة لكرة القدم، وأيضاً قيام الوزير المختص باستخدام سلطاته بمنح لجنة أندية القسم الأول الحق في تحويل اللجنة إلى رابطة الأندية المحترفة لكرة القدم عن طريق منحها إشهار أو ترخيص مؤقت لمدة عام ويجدد لحين صدور قانون الرياضة لتباشر اللجنة مهامها أسوة بجمعية اللاعبين المحترفين التي منحت مثل هذا الترخيص أو الإشهار المؤقت لمدة عام قابل للتجديد، كما يجب أن تكون الجمعية العمومية للجنة أندية القسم الأول قاصرة على أندية الدوري الممتاز (أ)، ولا تتدخل الجمعية العمومية العامة في الاتحاد في اتخاذ قرارات مصيرية تخص أندية الدوري الممتاز (أ) دون غيرها، كما يوصي الباحث بضرورة أن يكون البث التلفزيوني لمباريات الدوري الممتاز بشكل جماعي وليست فردي وأن تتعهد الأندية بحماية النسبة المقررة للاتحاد وإعطائها في المواعيد المحددة.
