|a تلعب الإدارة دورا رياديا فاعلا في مجالات الحياة كافة، ابتداء من إدارة بيت الأسرة أو العائلة إلى إدارة الروضة، والمدرسة، والجامعة، والدائرة، والمستشفى، والمعمل، والوحدة العسكرية وصولا إلى إدارة الدولة والمجتمع بل يصل الأمر إلى إدارة العالم من خلال المنظمة العالمية – الأمم المتحدة وآلياتها. والإدارة عصب كل عمل ناجح، وهي العامل النفسي في مدى تقدم وتطور كل عمل بل هي التطور الرائد لكل مجال من مجالات العمل. والإدارة هي الميزان الحساس الذي يرجع إليه عند قياس مدى تجاوب العمل مع متطلبات العصر. إذ لا يمكن مسايرة التقدم دون تطوير الإدارة. ولهذا كان لابد أن نتناول الفكر الإداري نفسه ومدى مسايرته للتطور ليواكب التحديات التي هي سمة القرن الواحد والعشرين وأن يكون مرجعنا في ذلك رأي الخبراء والمتخصصين في علم الإدارة. كون الإدارة علما وفنا ومهنة، فهي علم كونها تعتمد الأساليب العلمية الحديثة والمتطورة في تنفيذ العملية الإدارية على أساس الوعي والإدراك، وكونها فنا فهي تعتمد الإبداع أساسا في التطور، أما كونها مهنة فهي أداء قبل كل شيء.
