المستخلص: هدفت الدراسة إلى تحديد أهم التحديات للاحتلال الإسرائيلي لمؤسسات التعليم العالي الفلسطيني. وتوضيح سياسات التعليم العالي الفلسطيني في مواجهة تحديات الاحتلال الإسرائيلي. والوصول إلى مقترحات لتعزيز سياسات التعليم العالي الفلسطيني في التغلب على التحديات المفروضة من قبل الاحتلال الإسرائيلي. واعتمدت الدراسة على المنهج الوصفي. وتمثلت مجموعة الدراسة في الجامعات الفلسطينية في الضفة الغربية وقطاع غزة. واستعرضت الدراسة مجموعة من الدراسات السابقة المرتبطة بموضوعها. وتوضيح بعض المصطلحات كسياسة التعليم العالي الفلسطيني وتحديات الاحتلال الإسرائيلي. وتضمنت عدة محاور. منها نشأة الجامعة الفلسطينية وتطورها. مجلس التعليم العالي الفلسطيني. الجامعات الفلسطينية والتحديات. الديموغرافيا الفلسطينية. الاعتقالات لأعضاء هيئة التدريس والطلبة. الحرمان من الحق في التعليم. وأشارت نتائج الدراسة إلى ضرورة وجود مقترحات لتعزيز سياسات التعليم العالي الفلسطيني لمواجهة تحديات الاحتلال الإسرائيلي. منها العمل بخطط يتم إعدادها وفق السياسات العامة لوزارة التربية والتعليم العالي الفلسطيني. وتحسين نوعية التعليم والتعلم. وتوفير فرص الالتحاق لجميع من تتوفر فيهم اللازمة حسب الأنظمة والقوانين. وتطوير الأنظمة الإدارية والمالية وتحسين الأداء من قبل مؤسسات التعليم العالي الفلسطيني. وترسيخ القيم ونشر ثقافة المجتمع الفلسطيني والعمل على نشر مبادئ الديموقراطية والإنسانية. والعمل على وضع برامج تعليمية تواكب التقدم العلمي والتطور التكنولوجي. وتعزيز المشاركة المجتمعية والتفاعل بين الطلبة وبيئتهم المحلية.

The study aimed to identify the most important challenges of the Israeli occupation to Palestinian higher education institutions, to clarify the Palestinian higher education policies in the face of the challenges of the Israeli occupation, and to access to proposals for enhancing Palestinian higher education policies in overcoming the challenges imposed by the Israeli occupation. The study was based on the descriptive approach. The study group consisted of the Palestinian universities in the West Bank and Gaza Strip. The study reviewed a group of previous studies related to the topic and clarified some terms such as the Palestinian higher education policy and the challenges of the Israeli occupation. It included several axes, including the origin and development of the Palestinian University, the Palestinian Council of Higher Education, the Palestinian universities and challenges, the Palestinian demography, the arrests of faculty members and students, and the deprivation of the right to education. The results of the study indicated the need for proposals to strengthen the policies of Palestinian higher education to meet the challenges of the Israeli occupation; including working on plans prepared in accordance with the general policies of the Palestinian Ministry of Education and Higher Education. In addition, it confirmed the need to improve the quality of teaching and learning, provide access to all those who meet the requirements according to the laws and regulations, as well as developing administrative and financial systems and improving performance by Palestinian higher education institutions. Moreover, it proposed the need to inculcate values and promote the culture of the Palestinian community, work to the dissemination of the principles of democracy and humanity, work to the development of educational programs that keep pace with scientific progress and technological development, besides promoting community participation and interaction between students and their local environment.
