المستخلص: After huge technical development which consider from distinguishing features of this era, multiple fields which make the machine enter in human life and use of technical accounts in most fields of state facilities so in sometimes damages result has happened from using this accounts may lead to lose the state for solving this problem in its facilities. The management responsibility which consider the mistake in wrong, harm and causality relationship, there is a personal wrong and facility wrong which based on it the management responsibility on the work of its staff, this led us to objectivity responsibility Idea in field of information systems, so the base of damage is object of this responsibility, also put of regulations to protect privacy right in field of information technology to use management for technical accounts
