|b Public economic authorities (PEAs) are a main component of Egypt's public sector. Like many public sector entities, PEAs suffered from mismanagement, decline in efficiency, low productivity, and inadequacy of incentives for employees. This study aims to identify the major problems facing PEAs and to propose ways to overcome them. This is done through a financial performance analysis of PEAs and an examination of their relationship with the state budget. The study concluded that there is an urgent need to reconsider the classification of PEAs so as to clearly differentiate between truly economic entities and service-providing entities, and to review the pricing of certain products or services provided by truly PEAs, while allowing for separate measures to deal with the subsidization of some commodities. It is suggested that some of the debts owed by some PEAs to the National Investment Bank be converted into contributions to the capital of these economic entities, and that the laws governing PEAs should be thoroughly revised in order to reduce the excessive powers enjoyed by their boards of directors.
