|a تهدف الدراسة الى معرفة أنواع القواعد الاخلاقية في عصر المعلومات وخصوصا في مجال المكتبات ومطابقة هذه القواعد للواقع الفعلي في كل من الأمانة العامة للمكتبة المركزية في الجامعات العراقية الثلاث وهي: بغداد، والتكنولوجية، والمستنصرية ومعرفة هل هنالك اختلافات متنوعة في هذه المكتبات في مسالة اخلاقيات المهنة؟ استخدمت عدة ادوات منها الاستبانة والمقابلة والملاحظة وتم توزيعها على (125) موظفا من موظفي اقسام الخدمات في المكتبات المبحوثة من المجتمع الكلي (227) حيث كان عدد العاملين في كل مكتبه كالاتي: (127) مكتبة جامعة بغداد و(68) مكتبة الجامعة المستنصرية (32) مكتبة الجامعة التكنولوجية وقد تم اخذ المجتمع الكامل من موظفي اقسام الخدمات مع الامين العام وكالاتي: (52) مكتبة جامعة بغداد و(52) مكتبة الجامعة المستنصرية (21) من مكتبة الجامعة التكنولوجية. اشتمل الاستبيان على عدة محاور ووجدت الباحثة ان هنالك عجلة تتكون من عدة حلقات تعتبر كل حلقة مكملة للأخرى فتم ربط الاخلاق بعلاقتنا مع الخالق ثم علاقتنا بالأهل ثم الصديق ثم علاقتنا مع زملاء العمل سواء اكان داخل قسم الموظف أم بالأقسام الاخرى ثم علاقة الموظف مع المدير المباشر وعلاقته بالمدير الأعلى واخيرا علاقته بالمستفيد وهو من صميم عمل المكتبات كمؤسسة خدمية وجدت لخدمة المستفيد، ثم أهم المشاكل الي تتعلق بضغوطات العمل ومعرفة المؤهلات الشخصية وعن بيئة العمل والاماكن المتوافرة لأداء الخدمة وكذلك اشتمل الاستبيان على اهم القواعد ومواثيق اخلاقيات اختصاصيي المعلومات ومعرفه الابعاد القانونية والاخلاقية لأنشطة اختصاصي المعلومات ثم استعرض البحث اهم دساتير الاخلاق المهنية العالية كالدستور الاخلاقي لجمعية المكتبات الامريكية والدستور الاخلاقي للجمعية الامريكية لعلم المعلومات وإفلا ثم منظمة الويبو وخرجت الدراسة بمجموعة من النتائج أهمها: 1— القواعد الأخلاقية تؤثر تأثيرا كبيرا على طبيعة الخدمات المقدمة ومدى رضى المستفيد عنه. 2— هنالك تأثيرات جانبية مهمة للمؤهلات الشخصية لاختصاصي المعلومات، ضغوطات العمل، الخبرة، الطبيعة الشخصية لاختصاصي المعلومات، بيئة واجواء العمل. واهم التوصيات: 1-توصى الدراسة بضرورة اعداد مقرر خاص تدرس فيه الابعاد القانونية والسلوكية والاخلاقية واهم المعايير العالمية والدساتير المتعلقة بأخلاق المهنة. 2-ضرورة توفر بيئات عمل آمنه ومستقرة للموظف وقريبه من ميوله واهتماماته لتحفيز روح الابداع والابتكار لديه.

|b The study aims to see what types of rules moral located in the information age, especially in the field of libraries and matching these rules actual reality content in the General Secretariat of the Central Library in the three Iraqi universities, namely: Baghdad, Technological, and Mustansiriya and see if there are differences NES in these libraries in the issue of ethics profession and I have to use tool with the corresponding resolution has been distributed to 125 employees from sections Service staff in total Alambhothmn community libraries (227), where each office, the number of employees as follows:- (127) Baghdad University Library and (68) Mustansiriya University Library (32) University of Technology Library has been taking full sections of the community services staff and follows: (52) Baghdad University Library and (52) Mustansiriya University Library(21) of the University of Technology Library. The Questionnaire included several Mhaoruojdt researcher that there is wheel consists of several episodes considered all complementary to another episode Vtm linking ethics of our relationship with the Creator, then our relationship Parental then friend, then our relationship with co-workers, whether within the employee's department or to sections other then the employee relationship with a direct manager and its relationship to the Director Supreme and finally its relationship to the beneficiary, one of the most important core of the work of libraries service as an institution and found it to service beneficiary then the most important problems related to Dgutat work and knowledge of the personal qualifications and the work environment and the places available to perform the service, as well as included Astiban the most important rules and codes of ethics specialists of information and knowledge of the legal and ethical dimensions of the activities of specialist information, and browse Find the most important constitutions global professional ethics such as the constitution moral of the American libraries and the Constitution moral the American Society for Information Science and IFLA then Organization WIPO and Khran study a range of results including1Z Ethical rules significantly affect the nature of the services provided and the degree of satisfaction by the beneficiary. 2. There are side effects to the task of qualifications for specialist personal information, the pressures of work, experience, personal nature of the information specialist. The most important recommendations: 1. The study recommends the preparation of a special rapporteur is studying the legal, behavioral and ethical dimensions and the most important international standards and constitutions related to professional ethics 2. The need to provide a safe and stable work of the employee and close to the inclinations and interests to stimulate environments has a spirit of creativity and innovation
