تعد الإدارة المثلى للنفايات أحد المهام الأساسية للتنمية المستدامة في الجزائر، وتحتل عملية تجسيدها صدارة الأولويات. وبتطلب تحقيق ذلك استعمال عدة مقاربات من مختلف الاختصاصات على أساس التوافق، حيث تعتمد على قاعدة معطيات متعددة، مفصلة ومرتبة تتعلق بالوضعية البيئية والمكانية. يحاول هذا البحث تقديم مقاربة مكانية لإدارة النفايات بمختلف عناصرها: الجغرافية، البيئية، الاقتصادية والاجتماعية، والتي يتم معالجتها بوسائل وأدوات التحليل والنمذجة لتصبح قاعدة معلومات رقمية وحديثة يعتمد عليها في اختيار أفضل المواقع لإنشاء مركز تصريف صحي للنفايات، وذلك بمدينة قسنطينة إحدى أهم مدن الشرق الجزائري والتي تعاني من إشكالية التخلص من النفايات المطروحة بها وصعوبة إيجاد موقع ملائم لهذا الغرض أمام نقص الموارد الموقعية للمدينة، مع بلورت بعض التوصيات التي من شأنها تنظيم إدارة النفايات من أجل استغلال عقلاني لموقع مرتكز التصريف الصحي المختار لمدينة قسنطينة.
The idealistic wastes management is considered as one of the fundamental assignments for persisting development in Algeria; where its embodying operation takes place in the primate of the priorities. In order to realize that, it requires to use some approaches from different specialties basing on conformity, by which it relies on the basal data that are separated, classified and concerned with an environmental and territorial stance. This research is trying to introduce an optimal approach so as to manage wastes in its different elements: geographical, environmental, economical and social. These elements have to be exhausted with analytical and modeling means and instruments, that they will build digital and modern basis for information, which is essential for better location's choice in order to establish wastes' drainage center. Constantine is one of the most prominent eastern cities of Algeria that has the issue of wastes riddance, in addition, the difficulty in finding an appropriate site in front of the city's territorial resource decrease. There are some recommendations that could arrange the wastes management to gain rational exploitation of the chosen drainage center in the city of Constantine.
