|a اعتماد الكهرباء على النفط في أغلب الدول شكل تحدياً للدول الفقيرة بسبب الارتفاع المستمر لأسعار النفط عالمياً، ولذا تعمل الدول الفقيرة بين الحين والآخر على إعادة النظر في أسعار استهلاك الكهرباء، وتفكر جدياً في تحرير أسعارها تدريجياً بحيث لا تتحمل الميزانية أي دعم لها. هذا الارتفاع المستمر في أسعار الكهرباء أوجد أصوتاً تنادي بالامتناع عن دفع ثمن استهلاك الكهرباء والاحتجاج على ذلك، وقد جاءت هذه الدراسة لتبين حكم رفع التعرفة الكهربائية من قبل شركة الكهرباء المملوكة للدولة بسبب ارتفاع أسعار الوقود، وحكم الوسائل الاحتجاجية من الامنتاع عن الدفع أو التظاهر والاعتصام السلمي.

|b The dependent of electricity on oil in most of countries form a kind of challenge for poor countries because of the continuous rising of global oil prices. As a result, poor countries keep modifying electricity consumption prices, and think seriously to stop subsidizing it. The continuous rising of electricity prices, however, creates voices proclaiming abstaining of paying the electricity consumption cost and protest against it. This study came to reveal the verdict of rising of tariff of electricity done by the electricity company, which is owned by the state. It also tackles the verdicts of abstaining from payment, and going on strikes due to this struggle.
