المستخلص: تسعي هذه الورقة البحثية معالجة إشكالية تحديد الحقبة الزمنية لظهور العلاقات الدولية كتأريخ والعلاقات الدولية كتنظير، وإماطة اللثام على تلك الأزمات التي تعاني منها عملية التنظير للعلاقات الدولية. إذا تحاول من خلال دراسة مسحية لمختلف المراحل التاريخية منذ العهد الإغريقي، مروراً بالعصر الحديث وصولاً إلى العهد المعاصر، ضبط وتحديد الفترة الزمنية التي ظهرت فيها العلاقات الدولية كتأريخ وكتنظير، والوقوف عن أهم الأزمات التي تعترض سبيل عملية التنظير للعلاقات الدولية، واقتراح بعض الحلول لتجاوزها، وبالتالي الحد -ولو نسبياً- من أزمة التنظير. لتصل الدارسة إلى نتيجة مفادها أن العلاقات الدولية كتأريخ ترجع إلى العهد الإغريقي، في حيت ترجع البوادر الأولي للتنظير للعلاقات الدولية إلى العصر الحديث، وتحديداً في أعقاب معاهدة وستفاليا لعام 1648م. كما أن الحد من أزمة التنظير يقتضي إلمام النظرية في العلاقات الدولية بمختلف جوانب الظاهرة الدولية وتوظيفها للثالوث الوظائفي والبعد الزمكاني للظاهرة الدولية، ومن ثم يمكن الوصول إلى نظرية كوسموبوليتنية، لتؤسس بدورها لبروز النظرية العامة للعلاقات الدولية.

This paper aims at treating the problematic of the determination of the first initiatives of the emergence of International Relations as a history and as a theorizing, through exposing the different ages from the Greek age to the Contemporary one. In addition, this paper attempts to clarify those crises which encounter the process of theorizing in International Relations. In order to put an end to this multilateral crisis, the paper proposes some solutions to reach the so–called the Cosmopolitanian Theory which may lead to the emergence of the general theory of International Relations, through covering all aspects of the international phenomenon and the triangular functions of theorizing as well as the scopes of the international phenomenon. This paper reaches some results that International Relations as a history is derived from the Greek age, but as a theorizing it is emerged in the in the aftermath of the Westphalia Treaty of 1648. Furthermore, putting an end to the crisis of theorizing, the theory of International Relations has to deal with all aspects of the international phenomenon, using the functional triangular as well as its scope in order to reach the Cosmopolitanian Theory, which initiates to the foundation of the General Theory of International Relations.
