المستخلص: Just when the oil and gas industry feels safe disaster strikes much to the surprise of the world; such is the nature of the industry where risks and hazards permeate the working environment. No one can be complacent especially in areas that have been newly installed and commissioned such as the steam flooded heavy oil recovery process of Kuwait. When the professionals assemble a risk management process one would expect it to be flawless in its implementation hence giving them a stable environment. However because of factors beyond anyone understands disaster may strike. This research examined the effectiveness of the risk assessment techniques that are used on the steam flooded heavy oil extraction process in Kuwait. The research discovered that the processes for risk management have been technically sound but that the reporting system that facilitates the information flow is weak. It recommends a time constrained reporting system that can allow risk assessors in their respective locations to log their assessments centrally so that they can be used for eventual risk assessment decision making.
