المستخلص: Organisations across the globe are often accused of doing very little for staff training and skills development. This accusation is even stronger in developing countries and especially in the Middle East countries. The need for powerful human resources development system is critical for any organisation, especially for Riyadh Police Force in Kingdom of Saudi Arabia (KSA). Today, global organisations are encouraging employees for up skilling themselves and they are not just motivating them through words but also substantial budgets are allocated for such up skilling programs. Motivation plays an indirect important role in encouraging employees to train and develop new knowledge, as it impacts the trainers’ ability to get the message through. Whisenand and Rush (1998) argued that there are three reasons to study police motivation: to attract the right employees and keep them, to lead officers to dependably and effectively perform their duties and to lead officers to go beyond routine and perform self initiated and innovative work. Based on a combination of literature research, interviews and questionnaires surveys, the dissertation explore the importance of motivation during training and skills development in Riyadh Police Force in KSA. The research found that most motivational tools such as bonus incentives and team rewards commonly used by private sector managers are not available to Riyadh police men. Also the research has shown that there was lack of communication between managers and employees in Riyadh Police Force."Managers must understand the motivational needs of people to the level that they can be accommodated, before these people can be expected to perform to their maximum potential” (Costa, 2003, p. 4). The finding of this research provide recommendations in regards motivation theories that could be use in order to improve motivation levels in Riyadh Police Force. Theories include Expectancy theory, Public Service Motivation theory, Goal theory and Equity theory, which all based on process motivation theories. The researcher recommends that the ability to motivate Riyadh police men requires an understanding of the forces and factors of motivation during training process by Riyadh Police Force head managers.
