|a Procurement is the process of identifying the need for the provision of a service or good, of sourcing and appointing a supplier,and of securing the management of the services or goods supplied. The process of procurement is not always smooth, and various problems tend to ariseespecially in mega-projects, whether they bein Saudi Arabia or elsewhere around the world. As Saudi Arabia is a fast-developing country in the Middle East, and is powered by immense oil resources, various mega-projects existsome of which are already under construction, while others are in the pipeline. In the past, various procurement issues have arisen, caused by various players involved in the construction of these mega-projects. This paper takes an in-depth look into these procurement issues, which are classified under the following sub-topics: client-related, contractor-related, banking and financial, consultant-related, supplier-related, and infrastructure-related procurement issues. In addition, this report highlights the models that have been developed to address procurement issues. One such model is the Engineering, Procurement, Construction (EPC) model.In this model, the system is usually delivered to the client ready for operations, where the price and time of the project can be ascertained to a certain degree. Another model that has been fronted is the Engineering, Procurement, Construction Management (EPCM) model.In this model, the contractor is tasked with the provision of engineering, procurement, and construction management services provision. Other firms are hired to do the actual construction. Case examples of successful projects that have applied either of the two models are given, followed by a detailed recommendation on the way forward and a conclusion of overall findings.
