يعد هذا النوع الجديد من الاتجار بالبشر من أخطر الممارسات السلوكية ضد البشرية على الرغم من التطور الحضاري والتكنولوجي في هذا العصر، وهذا دليل على أن بعض القيم الأخلاقية والإنسانية تعيش حالة سيئة جداً لم يسبق لها مثيل مع العلم أن نهاية القرن الماضي شهد نمواً مضطرداً وشكلاً جديداً من أشكال الرق والمتمثل بعمليات الاتجار بالبشر. يعد الاتجار بالبشر من النساء والأطفال والرجال من أشكال الجريمة المنظمة ولها علاقة مباشرة بأنشطة العصابات والشبكات الإجرامية، كما يُعد الاتجار من أخطر المشاكل التي باتت تهدد من الأمن والاستقرار في مناطق كثيرة من العالم، ويأتي الاتجار بالبشر ضمن ما يسمى بالتجارة الجنسية وتقوم يتقديم خدمات سياحية جنسية تجارية منها الدعارة والعمل بالسخرة والاسترقاق. وقد تزايد نمو هذه المشكلة بشكل كبير وبلغت حداً مذهلاً لا يمكن حلها إلا التعاون الدولي المستمر، وتشكل عملية الاتجار بالبشر مشكلة حقيقية في الوقت الحاضر وذلك لصعوبة الحصول على إحصاءات دقيقة وواقعية عن عمليات الاتجار ويعتمد في كثير من الأحيان على الرقم الإحصائي الذي توصلت إليه المنظمة الدولية للهجرة، كما أن الكثير من الدول لا تحتفظ بمعلومات إحصائية، إلا ما يتعلق منها بأرقام قضايا العدالة الجنائية، بالإضافة إلى أن عمليات الاتجار تتم بسرية تامة جداً وتأتي تحت مسميات مختلفة. (UNICEE, 2001) تزدهر التجارة بالبشر اليوم في أوروبا المتحضرة وتجلب ملايين الدولارات وتأتي المرتبة الثالثة بعد تجارة المخدرات والسلاح وهي من أكبر المصادر المربحة لعصابات الجريمة المنظمة في العالم. وإن أكثر من مليون طفل وامرأة يتعرضون للبيع والشراء كل عام من خلال المتاجرة بالبشر حسب منظمة الأمن والتعاون الدولي في أوروبا. وتشير الأرقام الرسمية المعلنة من الهيئات الدولية إلى أن هذه الكارثة البشرية قد استشرت في السنوات الأخيرة نتيجة لانتشار الفقر والجوع والحروب والمنازعات والكوارث الطبيعية والبشرية. The close of the past century has witnessed an increasing growth and a new form of slavery called human trafficking. Despite cultural and technological advances made in the present century, the crime of human trafficking is considered one of the most dangerous behavioral crimes against mankind, which is a great indication of the degradation of some moral and human values. Human trafficking with children, women and men is a form of organized crime and is directly related to the criminal activities of gangs and criminal networks. This form of crime is also considered one of the most dangerous problems that threaten human security in various regions of the world. Human Trafficking falls under the category of international sex trade, which offers sex tourist services like prostitution, forced labor and slavery. This problem has grown at an accelerating rate, which calls for an international cooperation to deal with it. However, the difficulty in dealing with this crimes lies in the lack of a real and accurate statistics which is usually replaced by statistical figures drawn from the International Organization for Immigration that do not really show the huge scale of this crime. What further aggravates the problem is that most countries do not keep statistical records on the crime, except for those records that address cases of criminal justice, and that activities of human trafficking are conducted in a very secretive manner and are usually given legal covers and names. Nowadays human trafficking is blooming in civilized Europe with millions of dollars as profit for those who are involved. It is rated as number three after drug trafficking and arms trafficking and is seen as one of the biggest sources of profit for gang members of organized crime all over the world. According to the European International Security and Cooperation, there are more than one million children and women who are being trafficked in the world. In addition, the statistical figures of the various international bodies show that we are witnessing a human disaster that has aggravated over the past few years because of poverty, starvation, wars, conflicts and natural and human disasters. \
