This paper aims to identify the role of scheme management in New Haifa agricultural scheme by developing and promoting social services in the scheme area. The researcher assumes that the management of the scheme did not succeed in developing and improving the services in the area. Its importance derives from the important role that can be played by investment in promoting basic services like: education, health and water. This would represent a remarkable importance in the sustainability of agricultural development because it would assist the farmers to improve their performance in more than a factor. They would continuously promote their own qualities as the most important development resources. The researcher used the inductive and deductive, and the analytical and descriptive methods, relying on observation, interview and questionnaire to collect information,. The research approached that investment in the areas of primary education, health, water, electricity and housing assures a very important role in the development and sustainability of agriculture in the scheme. The research recommendations may contribute to the development and improving the social services in the area in order to achieve the required agricultural development in the scheme.
