المستخلص: تتناول هذه المذكرة بالدراسة إحدى مجالات الحوكمة العالمية، وهي الحوكمة العالمية لحقوق الإنسان، وذلك من خلال التعرف على البدايات الأولى للحوكمة العالمية - الضبط العالمي- لهذا الموضوع، بعد أن كانت مجرد تصورات فكرية لدول معينة، تجلت في إعلانات لا تتمتع بأية قوة إلزامية، سواء كانت للتطبيق في الواقع الميداني أومن حيث آليات ضماناتها، إلى غاية أن ترجمتوتجسدت مختلف الجهود العالمية عقب الحرب العالمية الثانية في أول إعلان عالمي لحقوق الإنسان لسنة 1948م، موجه لكل أفراد ودول هذا العالم، هذا رغم أنه لم يكن ليحظى بإجماع كبير آنذاك. لكن تأثيرات الحرب الباردة من جهة ودعوات الإصلاح من جهة أخرى من قبل مختلف دول العالم خصوصا الحديثة الاستقلال تعددت الجهود الدولية في سبيل تعزيز الحوكمة العالمية للحقوق الإنسان.
لكن، مع نهاية الحرب الباردة والتجليات الكبيرة لظاهرة العولمة، تأزمت وتعقدت النقاشات في موضوع حقوق الإنسان ولم يفصل فيها إلا بعد صدور إعلان وبرنامج عمل فيينا لسنة 1993م، هذا الأخير الذي أنهى عديد الانتقادات التي كانت مطروحة في الإعلان العالمي لحقوق الإنسان، مثل قضية إهمال الإعلان للخصوصيات والهويات المحلية، فصله بين الحقوق، عدم الجزم التام بالعالمية. لكن رغم هذا كله لم نستطع الجزم بالوصول إلى حوكمة عالمية كاملة فيه، لأن ميزة الحركية التي يتسم بها جعلت منه يتفاعل مع كل تغير يحصل في الساحة الدولية، وهذا ما تجلى في تأثره بالتغيرات الدولية الحديثة الحاصلة في الواقع والتي فرضتها التجليات العميقة للعولمة، الشيء الذي فتح نقاشات جديدة في الموضوع تدعو وبصفة كبيرة إلى ضرورة وضع إصلاحات جديدة فيه، إلى غاية أن وصل الأمر إلى ضرورة برمجة مؤتمر عالمي جديد لحقوق الإنسان سنة 2018.

This note addressed one of the areas of global governance, the global governance of human rights, by identifying the first beginnings of global governance - global control - for this subject. After it was mere intellectual perceptions of certain countries, it appeared in declarations that have no compulsory force, either for application in the field reality or in terms the mechanisms of its guarantees. The different global efforts after the world war 2 were translated and embodied in the first universal declaration of human rights for the year 1948, addressing all individuals and countries of this world, although it was not a consensus at that time. However, the effects of the Cold War on the one hand and the calls for reform on the other by the various countries of the world, especially the newly independent world multiplied numerous international efforts to strengthen global governance of human rights. However, with the end of the Cold War and the great manifestations of the globalization phenomenon, the discussions on human rights have been complicated and went downhill, and have not been resolved until after the declaration and program of Vienna Action 1993, which ended many criticisms that had been submitted in the global declaration of the human rights , such as the issue of neglect of the local identities and privacies declaration, separation of rights, lack of full certainty of universality. However, despite all this, we have not been able to reach a complete global governance in it, because the advantage of its mobility has enabled it to interact with every change-taking place in the international arena. This is reflected in its impact on the recent international changes in reality imposed by the profound manifestations of globalization. The thing that allowed new discussions on the subject that called for and the need to put new reforms, to the point that a new World Conference on Human Rights should be programmed in 2018.
