تشهد المملكة العربية السعودية تطورًا كبيرًا في مجال السكك الحديدية. ورغم حرص المؤسسة العامة للخطوط الحديدية بالمملكة على تقديم أفضل الخدمات ضمن الإطار العلمي الموجود حاليًا، إلا أن المملكة أدركت أهمية تطوير وتعزيز شبكة السكك الحديدية في البلاد لتتمشى مع النمو الذي شمل كل جوانب الحياة فيها، لتكون رافدًا يقدم دعمًا حقيقيًا لمجالات النمو المختلفة في شتى أرجاء المملكة. وفي هذا الإطار تبنت المملكة برنامجا طموحًا لتوسعة خدمات السكك الحديدية ونشرها في كل أنحاء المملكة وتم أخذ مجموعة من الخطوات التطويرية، بعضها على شكل مشروعات توسعية تشمل ربط غرب المملكة بشرقها، وربط شمالها بوسطها، وربط الحرمين الشريفين وما بينهما، وربط المملكة بدول مجلس التعاون الخليجي. وتعدد الأخطار التي تتعرض لها عمليات النقل بالسكك الحديدية فمنها أخطار الممتلكات التي تتعرض لها البضائع المنقولة بالسكك الحديدية ومنها الأخطار التي يتعرض لها الركاب والتي زادت زيادة كبيرة مع التطور الصناعي وزيادة التجمعات السكانية واقتران ذلك بتضخم حجم المدن وزيادة مشاكل النقل الداخلي وزيادة الحاجة إلى الانتقال بين المدن سعيًا وراء العمل مما أدى إلى زيادة الاعتماد على السكك الحديدية في الانتقال اليومي. وكان آخرها حادث قطار الدمام أثناء رحلته من الرياض إلى الدمام، وأسفر عن إصابة 17 شخصًا. ونتيجة لما سبق يسعي الباحثان من خلال هذه الدراسة إلي؛ - دراسة الوضع الحالي وخطط التوسع للشبكة الخليلية بالمملكة العربية السعودية - تحديد واكتشاف الأخطار التي تواجه النقل بالسكك الحديدية بالمملكة العربية السعودية. - تحديد آليات تحقيق أمن وسلامة النقل بالسكك الحديدية في المملكة. - تفعيل دور قطاع التامين في المملكة العربية السعودية في مواجهة أخطار السكك الحديدية - تطوير نموذج كمي لاختيار السياسة المثلى لإدارة أخطار مؤسسة السكك الحديدية في المملكة. \
Saudi Arabia is witnessing a major development in the field of railways. Although the General Institution of Railways is keen on providing the best services within the operational framework currently in existence, the Kingdom of Saudi Arabia has realized the importance of developing and strengthening the railway network in the country to comply with the growth which included all aspects of life there, and to provide with real support to different areas of growth throughout Kingdom. In this context, the Kingdom has adopted an ambitious program for the expansion of rail services and deployed all parts of the Kingdom. A group of developmental steps were taken; some of them were in the form of expansive projects which include linking western Saudi with its east and linking its north with its middle as well as linking the Two Holy Mosques and what is between them, and linking Saudi Arabia with the GCC countries.. The threats or Risks that transportation by rail is encountered, are multiple, such as the Risks that properties and goods which are transported by rail are exposed to as well as the risks that passengers are exposed to which have increased significantly with the industrial development and the increase of population coupled with the inflation size of cities and the increasing problems of internal transport, and the increasing need of people to move among cities seeking work, which led to increased reliance on rail to commute. And the most recent incident was the train crash in Dammam during its journey from Riyadh to Dammam, and resulting in wounding 17 people. As a result of the foregoing, the researcher through this study seeks to: - 1 - study the current situation and the expansion plans for the rail network in the Kingdom of Saudi Arabia. 2 - Identify the Risks facing the rail transport in Saudi Arabia. 3 - Identification of mechanisms to achieve the security and safety of rail transport in the Kingdom. 4 - To activate the role of the insurance sector in Saudi Arabia in encountering the Risks of the railway. 5. Develop a quantitative model to select the best policy for risk management for the railways in the Kingdom.
