هدفت هذه الدارسة إلى توصيف واقع ممارسة الصحافة الكويتية لوظيفها النقدية والكشف عن حدود هذه الممارسة، من خلال رصد تصورات القائم بالاتصال في الصحافة الكويتية للوظيفة النقدية للصحافة، ورصد رؤيتهم للعوامل القانونية والسياسية والأخلاقية والاجتماعية والضغوط التنظيمية والإدارية والمهنية التي تؤثر على ممارسة القائم بالاتصال في الصحافة الكويتية وظيفته النقدية، واعتمد الباحث على أداة الاستبانة بالتطبيق على عينة عمدية قوامها 96 مفردة من الصحفيين العاملين في مختلف الأقسام التحريرية في الصحف الكويتية، وكشفت نتائجها عن مجموعة من المؤشرات الخاصة ببيئة العمل الصحفي في دولة الكويت، نوضح ابرزها فيما يأتي: يري الصحفيون العاملون في الصحافة الكويتية أن هناك مجموعة من المحددات لفاعلية الوظيفة النقدية في الصحافة الكويتية، جاءت على رأسها: السياسية التحريرية للصحيفة، تلاها وعي الصحفي بمهمته في أداء الوظيفة النقدية، ثم المناخ التشريعي المنظم للعمل الصحفي، وأخيراً المناخ السائد في المجتمع. تمثلت أهم أشكال الوظيفة النقدية في الصحف الكويتية في: التحري عن المشكلات والقضايا التي تشغل الرأي العام، كشف أوجه الخلل والقصور في حياة السياسية، متابعة دور الأجهزة الرقابية في المجتمع. اتفاق معظم المبحوثين على أن الصحف الكويتية أسهمت في كشف بعض قضايا الفساد في المجتمع الكويتي، تلاها أنها أتاحت هامشاً للرأي والرأي الآخر، ثم التصدي لممارسات كبار المسؤولين وهم في مواقعهم، ثم معالجة قضايا الفساد بعيداً عن الاعتبارات السياسية، ثم التركيز على انحرافات صغار المسؤولين. كشف النتائج أن خصائص جمهور الصحيفة وانتماءاته جاءت في مقدمة العوامل التي توثر على قيام الصحفي بوظيفته النقدية في الصحافة الكويتية، تلتها القيم والعادات والتقاليد السائدة في المجتمع، ثم قوانين النشر ضمن القانون الجنائي، ثم انتماءات أعضاء الجهاز التحريري وقيمهم، تلاه قوانين الصحافة، والمصالح الاقتصادية للصحيفة ومصادر تمويلها، ثم تقدير الصحيفة لمسؤوليتها الاجتماعية، ثم المصالح الاجتماعية للصحيفة والقوي الاجتماعية التي تعبي عنها، تلاه نمط ملكية الصحيفة، وأخيراً الحرص على الالتزام بميثاق الشرف الصحفي.
This study aims describing the reality of practicing the critical function of Kuwaiti press function and the limits of this practice, through observing the Kuwaiti newspapers’ communicator’s conception of the critical function of the press, and observing their vision for the legal, political, moral and social factors and organizational, administrative and professional stressors, which affect the communicator’s practice to his/her critical function. The researcher depends on a questionnaire to be applied on a subject of 96items of journalists who work in a variety editing sections in the Kuwaiti newspapers. Results have revealed some indicators related to work environment in Kuwait, the most remarkable of these indicators are discussed below. The Kuwaiti press journalists think that there are some determiners for the effectiveness of the critical function of the Kuwaiti press, such as: the political editing of the newspaper, after that the journalists awareness of his/her task related to the critical function, then the organizing legislative atmosphere of press work. Finally, the society general atmosphere. The most important forms of the critical function in Kuwaiti newspapers are represented in detecting problems and issues of public concern, revealing the imbalances and deficiencies of the political life, and follow up to the role of regulatory agencies in society. Most of the respondents agree that the Kuwaiti newspapers have contributed to revealing some corruption charges in the Kuwaiti society, after that it allowed a margin opinion and the other opinion, then addressing the practices of senior officials, then addressing corruption issues overlooking the political considerations, then focusing on the perversity of junior officials. Results have revealed that the characteristics of the newspaper audience and its affiliations have come at the forefront of the factors that influence the act of critical function of the Kuwaiti press, after that values, customs and traditions of the society, the publishing laws within the criminal law, then the affiliations of the editorial members and their values, then press laws, the economic interests of the newspaper and its sources of funding, then the social responsibilities considerations, Followed by the social interests of the newspaper and the social power which it represents, then the newspaper ownership pattern. Finally, the keenness on commitment to the press charter of honor.
