كان الجدل الأساسي الذي قام عليه البحث "علاقة مشايخ برقة بالسياسة الجبائية للسلطة العثمانية خلال العهد العثماني الثاني" يكمن في محاولة الوقوف على طبيعة العلاقة الجدلية بين السلطة المركزية الحاكمة وبين بعض مشايخ البنى الاجتماعية البرقاوية، في إطار السياسة الجبائية التي اعتبرتها السلطة المركزية الحاكمة شغلها الشاغل. وبطبيعة الحال؛ قسم البحث إلى: مقدمة، وثلاث مباحث، وخاتمة، حاولنا من خلال المبحث الأول إعطاء لمحة تاريخية عن البني الاجتماعية لمشايخ برقة، وسخرنا المبحث الثاني لتلمس ملابسات إلزام بعض مشايخ برقة بجباية الضرائب نيابة عن السلطة المركزية العثمانية، وعملنا في المبحث الثالث على إيضاح ردود فعل بعض البني الاجتماعية في برقة حيال ممارسات وأساليب المشايخ الجبائية التعسفية، وموقف السلطة المركزية العثمانية منها. • هل حاولت السلطة المركزية استمالة واستدراج بعض مشايخ البني الاجتماعية في برقة للاعتماد عليهم في جباية الضرائب؟ وما هي العوامل والملابسات التي دفعتها لذلك؟ وهل كان ذلك أسلوبًا ناجحاً؟ • هل قبل هؤلاء المشايخ تولي هذه المهام؟ ألم تكن هناك أسباب منطقية اجتماعية واقتصادية تمنعهم من ذلك؟ • هل كان لشيوخ الزوايا السنوسية دور هام وبارز في مساندة السلطة المركزية وجباه الضرائب من المشايخ؟ • هل اتسمت علاقة السلطة المركزية وهؤلاء المشايخ باستغلال البنى الاجتماعية البرقاوية وابتزازها بامتياز؟ • هل التقت مصالح السلطة المركزية بمصالح هؤلاء المشايخ في إطار هذه السياسة الجبائية؟ • هل جوبهت ممارسات وأساليب هؤلاء المشايخ بردود فعل قوية من بعض البنى الاجتماعية البرقاوية؟
The main controversy in which this research'' the relationship of the Cyrenaica's sheikhs with tax policies of the ottoman authority during the rule of ottoman the second'' is based on, lies in an attempt to stand on the nature of the dialectical relationship between the ruling central authority and the sheikhs of Cyrenaica's social structure, in the range of the tax policies, which was considered by the ruling authority as its prime concern. This research has been sectioned into an introduction, the body which is sectioned into four chapters, as well as the conclusion. In the first chapter, the researcher attempted to give a brief history on the social structure of Cyrenaica's sheikhs. Whereas the second chapter focuses on the differences obliged to some of Cyrenaica's sheikhs in collecting taxes on behalf of the ottoman central authority. In the third chapter , the researcher attempted to clarify the reactions of some of the social structures in Cyrenaica towards the sheikhs practices and mannerisms of abusive tax collection. The researcher attempted throughout this research to answer several questions, notably: - Did the central authority try to attract some of the sheikhs social structure of Cyrenaica to depend on them in collecting tax? And what were the factors and circumstances that pushed them to do so? And was it a successful manner to use ? - Did those sheikhs agree to take on this task? Were there not any social, logical as well as economic reasons preventing them from that ? - Did the relationship of the central authorities and those sheikhs subjected to become of an advantage to the Cyrenaica's social structure and successfully blackmailing it ? - Did the interest of the central authorities meet the interests of those sheikhs under this collection policy? - Did the practices and mannerisms of those sheikhs bring strong reactions of some of the Cyrenaica's social structure ?
