يهدف البحث إلى تشخيص وتحليل واقع أبعاد البيئة الاستثمارية في العراق وتحديد العوامل المعوقة والمؤثرة فيه، من خلال دراسة المؤشرات الاقتصادية المحلية وكذلك المؤشرات الصادرة من منظمات إقليمية وعالمية التي تهتم بتحليل بيئة الاستثمار، إضافة إلى العوامل التي تم تحديدها من خلال دراسة ميدانية لعينة من المستثمرين العراقيين من خارج القطر (بلغ عددهم 60مستثمرا) والوقوف على أهم تلك العوامل والمعوقات وتحليلها بشكل تفصيلي واستخدام الإحصائيات والأشكال البيانية لتعزيز كل ذلك، وقد اثبت البحث أن هناك عوامل متعددة (أمنية، اقتصادية، إدارية، سياسية واجتماعية) أثرت سلبا على البيئة الاستثمارية في العراق وجعلتها بيئة طاردة للاستثمار وليس العكس إذ انطلقت الدراسة من افتراض أساسي مفاده أن هناك جملة عوامل مؤثرة في البنية والسلوك الاستثماريين تعوق العملية الاستثمارية في العراق، لذا نعتقد أن هناك حاجة ماسة لتحسين بيئة الاستثمار في العراق من خلال حزمة إجراءات أهمها العمل على ترسيخ الاستقرار الأمني والسياسي ومحاربة الفساد وتفعيل سيادة القانون وبناء دولة المؤسسات وتوفير البنية الاقتصادية اللازمة لذلك.
This study aims at investigating and analyzing the reality of investment environment and its effects in Iraq. It also aims at identi-fying the factors that affect it through examining the local economic indicators and other indicators proposed by regional and interna-tional specialist investment organizations. In addition, the study aims to examine the factors that have been identified through a field study with a sample of 60 Iraqi investors abroad. The researchers examined and analyzed the most important factors and obstacles in details by using statistics and figures to achieve the purpose of this study. The study concluded that there were various factors, fore-most of which are security, economic, administrative, political, and social that negatively affected the investment environment in Iraq, making it a rejecter environment. The study has an essential as-sumption which hypothesizes that "there are a set of factors that af-fect the investing construction and behaviors and hinder the in-vestment process in Iraq". The study has concluded that there is a press need to improve the investment environment in Iraq through adopting a set of procedures, foremost of which are stabilizing secu-rity and political situation, combating the corruption, activating the laws, building the state of institutions and providing the essential economic infrastructure.
