المستخلص: Mental health forms an increasingly significant part of disease burden in the developing countries. The growing interest in social risk factors for mental health coincides with the development of social capital research, which may further reach the social model of psychological health. This study aims to determine, the goals that have been achieved through certain social policies for menial health, to identify the most important issues that underpin mental health policies, to identify areas of. interest in mental health policies and methods of implementation and to identify strengths and weaknesses in mental health policies. The methodology used in this study is considered, an analytical and descriptive one in which the case study approach is used (the case here is the social contract for the disabled in Egypt from 1990 to 2000). Furthermore, the social survey method using an intentional sample of experts and officials from ' the National Council for the disabled in Egypt has been used. The study tools directory includes a content analysis manual of the laws and regulations governing the social policies of mental health in Egypt at that time, an interview form of the officials and experts and an intentional sample of (n=140) of the officials of the National Council for the Disabled Our findings suggest the use of an alternative social policy for mental health besides assuming a model that can be helpful in analyzing social policies.
