المستخلص: يعتبر الاستقرار السياسي أحد القضايا التي استحوذت على تفكير العديد من المفكرين والمحللين السياسيين منذ البداية الحقيقية للفكر السياسي، ويعد هذا المفهوم من أكثر المفاهيم السياسية تعقيداً وغموضا، وهو مفهوم معياري فما قد يتسبب في استقرار دولة ما، قد يتسبب في الوقت ذاته في عدم استقرار دولة أخرى. وتكمن أهمية هذا المفهوم في كونه يعتبر مطلباً جماعياً تسعى إليه الأمم والشعوب، لأنه يوفر لها الجو والبيئة الضروريين للأمن والتنمية والازدهار. ومهما كان نمط وطبيعة النظام السياسي القائم أو السائد في أية دولة فإن العامل المشترك دائماً هو أمل النظام الحاكم في أن يكون حكمه مستقراً كي يستطيع الاستمرار. وهو لا يعني تجميد الأوضاع القائمة، والحفاظ على بقائها وسكونها، بل يعني إيجاد جو مناسب للتداول على السلطة بين مختلف القوى السياسية، وخلق جو من حرية العمل السياسي ونشاط وحركية الأحزاب السياسية كما يقصد به أيضاً مدى قدرة النظام السياسي على تعبئة الموارد الكافية لاستيعاب الصراعات التي تبرز داخل المجتمع بدرجة تحول دون وقوع العنف فيه. وهو ليس وليد القوة العسكرية والأمنية بل هو وليد تدابير سياسية واجتماعية واقتصادية وثقافية.

The concept of political stability has attracted many political analysts thought and rethought the word since the beginning of political thought. It is that has made him the most complicated and obscure concept. It is a normative concept, because what could cause the stability of certain state could lead to instability same time to another state. The importance of the word was the subject of collective needs of all peoples and nations because it guaranteed the security, development and prosperity. Whatever the nature of the political system, the more relevant question is how to maintain political stability to ensure continuity of the system without being monotonous, but to ensure a peaceful transfer of political power ; and manage to balance the forces operating in the political field , and mobilized all resources to manage the various conflicts that may generate social violence yardstick . It does not mean it comes from a military and security force, but it is the result of socioeconomic political and cultural context.

Le concept de la stabilité politique a suscité de nombreux analystes politiques a penser et repensé le mot depuis le début de la pensée politique. C’est qui a fait de lui le concept le plus compliqué et obscur. C’est un concept normatif ;car ce qui pourrait provoquer la stabilité d’un pays ;pourrait provoquer au même temps l’instabilité d’un autre état. L’importance du mot a fait l’objet des exigences collectifs des peuples et des nations parce qu’il garanti la sécurité ;le développement et la prospérité . Quelque soit la nature du système politique ;la question la plus pertinente c’est comment préserver la stabilité politique pour assurer une continuité du système sans pour autant être monotone ;mais pouvoir assurer une alternance pacifique du pouvoir politique ; et gérer les équilibres envers les forces opérantes dans le champ politique ;et mobilisée toutes les ressources pour gérer les différents conflits qui peuvent générer aune violence sociale . Il ne signifie pas qu’il est issue d’une force militaire ou sécuritaire ;mais c’est le résultat du contexte politique socio-économique et culturel .
