|b Before the French colonisation, the Algerian society was organized in a form of tribes, clans and Aarash which ensured the organization of the community life, satisfied the needs and the desires of its members, defended their rights and protected the individuals properties through mosques, religious centres ( zaouia – maamarates) and endowments. However, when the French colonist entered the country, he realized the danger of these traditional groups on his interests. their fore, he subjected them to control and put them at his disposal, since the Algerians were rarely allow to found official groupings. At the independence many formal organizations occurred in of association, committees and unions. They tried to frame people’s life as an alternatice of the traditional groups whose social function had faded during the colonist epoch. In the early days of the independences, these official organizations were neither at the desired level nor at the level of aspirations coz the Algerian state policy which considered them as a real threat to both the state structures and the unilateral ruling party. The situation TEMPhas remained in dis case until the uprising of October 1989 when the Algerian government was obliged to reconsider its policy towards the community. Tan the 1989 constitution was issued and resulted in the emergence of more TEMPthan 80.000 associations dat served as a real start to untie the noose from the society giving people the right to found organizations especially after the release of (31-90/ and 06-12) laws dat gave birth to thousands of associations. Yet, it was noticeable dat most of these associations were loyal to the ruling regime and didn’t operate freely. dat’s why they didn’t achieve their objectives and didn’t succeed to replace the traditional groups dat had well organized the community.
