المستخلص: في ظل الثورة الاتصالية الجديدة التي يعيشها العالم الآن، أصبحت شبكة الإنترنت ظاهرة واسعة الانتشار، ووسيلة اتصال وإعلام جديدة ومؤثرة، تربط سكان العالم بعضهم البعض، وتتميز بالسرعة الفائقة، والضخامة المتناهية، تعم كل جوانب حياتنا، توسع قدراتنا على التفكير، تضغط مقاييس الزمن، وتغير الطريقة التي نفكر بها، والطريقة التي نتحادث بها مع الآخرين، بل وما نقوله لهم.
الأمر الذي جعل صانعي هذه الشبكة ومطوريها يقودون النظام العالمي الجديد، ويصوغون ثقافته، ويوجهون سياساته، ويتحكمون في اقتصادياته، مما يثير العديد من التساؤلات حول طبيعة تأثيرات شبكة الإنترنت أو الطريق السريع للمعلومات، على الأفراد والمجتمعات، بل وعلى وسائل الإعلام التقليدية ذاتها ومناهج دراساتها وطرق تحليلها، فالتأثيرات الإنسانية والاجتماعية أكثر أهمية من الوسيلة في حد ذاتها.
كان بروز هذه المظاهر أو التجليات السلبية لدى مستخدمي تكنولوجيات الاتصال الدافع وراء إثارة نقاشات وجدالات واسعة بين الباحثين حول طبيعة هذه الوسائل وتأثيراتها، فمنهم من أنذر وحذر من مخاطرها وانعكاساتها السلبية على الأفراد والمجتمعات، ومنهم أيضا من نوه بايجابياتها وأكد أنها تيسر عملية التواصل الاجتماعي بين الأفراد، وتمكنهم من اختصار المسافات والفضاءات، وتعزز من إمكانيات الاتصال الإنساني، فتخلق فضاءات افتراضية لتواصل الأفراد، تكون لهم أمكنة يوتوبية بديلة للواقع الحقيقي، يتناقشون ويتحاورن فيها بكل حرية وديمقراطية، دون أن يكونوا مضطرين للخضوع لسطوة وسائل الإعلام التقليدية التي كثيرا ما كانت تحتكر فضاءات التواصل العمومي، وجعلتها في الغالب أدوات لممارسة توجيه الأفكار على حد تعبير هابرماس.
فهل ستكون شبكة الانترنت بما تنقله من معلومات عبر الحدود كفيلة بإسقاط النظم الدكتاتورية والاستبدادية؟.

With the new communications revolution experienced by the world currently, the Internet has become a widespread phenomenon, a new and influential means of communication and media connecting the world's population to each other. It is distinguished by super speed and an immeasurable hugeness, covering all aspects of our lives, just as it expands our thinking abilities, squeezes the scales of time, changes the way we think, the way we talk to others, and even what we say to them.
This has led the creators and developers of this network to lead the new world order, shape its culture, guide its policies and control its economies, raising many questions about the impact of the Internet or the information highway on individuals and societies. Indeed, upon traditional forms of media themselves, their methods of study and ways of conducting analysis. That is because the human and social impacts are of greater significance than the means/medium, in itself.
The emergence of these negative manifestations among users of communication technologies has prompted widespread debate among researchers about the nature of these means and their effects. Some of them have warned of its dangers and negative repercussions upon individuals and socities, whilst there are also others who have pointed to its positives and stressed that it facilitates the process of social communication between individuals, enables them to shorten distances and spaces, and enhances the possibilities of human communication. They create virtual spaces for individuals to communicate, representing utopian places for them which are alternatives to real reality, in which they discuss and dialogue freely and democratically, without having to succumb to the influence of traditional media, which often monopolized public communication spaces, and often made them tools for the practice of directing thoughts, as Habermas's put it.
Will the Internet then, with what it carries in terms of information across borders, be able to overthrow dictatorship and authoritarian regimes?
