|a يعتبر قانون التعمير و التهيئة العمرانية قانون إداري بامتياز، حيث يجسد السياسة العامة للدولة في مجال العمران، و هذا لتحقيق المصلحة العامة، فمن المصلحة العامة أن تكون في الجزائر مدن حضارية ترتقي لمصف المدن الحضارية، فالمدينة الآن أصبحت مكان للرقي الاجتماعي و الاقتصادي ، الثقافي و حتى السياسي، أي ارتبطت المدينة المتحضرة بالتنمية في مختلف مجالاتها، و من أجل الوصول إلى هذه المكانة وضع المشرع الجزائري في قانون التعمير و التهيئة العمرانية أساليب إدارية و تقنية من أجل حسن تنظيم المدن من الناحية العمرانية و المساهمة في تنميتها للقضاء على التخلف و مظاهر الفقر و لتحقيق غايات أخرى و هو ما يسمى بمخططات التعمير.

|b The legislation of construction an urbanism is considered as an administrative law with distinction in which is symbolizes the general policy of the state in the field of the urbanism to achieve the public interest. It is important to become In Algeria civilized cities live up to the other cultural and civilized cities because the city now considered as a place for social, economic, cultural process and then the even political progress. The civilized city has been associated with the development in their various and different fields. So, in order to reach this position, the Algerian legislator puts a new administrative law and technical methods in the construction and Urbanism legislation to organize the cities in term of the Urbanism and their development. These laws are intended to eliminate underdevelopment and other aspects of poverty in the cities to achieve the goals, and are the so-called constructed schemes.
