المستخلص: Our time is the era of globalization, speed, informatics, and knowledge economy. Moreover, the strength, development, and success of countries are now measured in the present time for the progress and growth they are making in the field of science and technology programs, scientific research and development, with the aim of achieving comprehensive development in all areas, including improving the quality of their outputs. One of the most difficult challenges that the nations are facing at all their levels of progress is to find appropriate solutions to the major transformations that the world is experiencing at a time when the world is going through rapid changes in the fields of science and technology. The importance of scientific research as we have said from today's world is that humanity is suffering from many problems that hinder its journey and progress such as water, education, environment, security and health issues.
Under these circumstances, changes and new developments, nations have become convinced that the only way out of these challenges is to activate the process of science and technology, Where scientific research has become the only tool to create opportunities for development, success and competition and one of the standards of strength in all spheres of life. Many people have come to believe that talking about the important role of scientific research in the development of an industry or solving problems and difficulties of all kinds that confront us is not new, but the issue is to set the record straight.
One of the important criteria by which a society is measured is its scientific and technical development and its funds to prepare and develop the infrastructure for scientific research and development and the attention and focus it attaches to the development of scientific human resources and the activation of scientific partnership, both at the level of universities in Algeria and at the level of foreign universities. Within this context, scientific research is the main way that is able to overcome these problems since it can achieve the process of linking knowledge accumulation with the application and transforming knowledge into tangible sources felt by the public and the privileged.

La place privilégiée occupée par l’enseignement supérieur et la recherche scientifique dans le processus de développement social et économique est de nos jours unanimement reconnue. La recherche scientifique représente et demeure un des fondements de l’université et un atout incontournable de développement économique
dans un monde basé sur l’économie du savoir et de la connaissance. En effet si les ressources naturelles et le capital ont joué un rôle déterminant dans le développement d’un pays il y a quelques décennies, aujourd’hui la matière grise, la capacité d’innovation et la volonté d’entreprendre constituent les principaux leviers de la croissance économique et du développement durable.
A coté de sa mission traditionnelle qui consiste de former des jeunes diplômés, l’université place la recherche scientifique au centre de ses préoccupations qui se résument essentiellement à :
Former par la recherche des jeunes chercheurs animés d’un esprit de synthèse et d’analyse et doté d’une autonomie et une compétence dans un domaine disciplinaire.
Contribuer à la production et diffusion du savoir et la science par l’organisation et la participation à différentes rencontres tant à l’échelle nationale qu’à l’échelle internationale, donnant une place majeure quant à la coopération scientifique et au partenariat avec le secteur privé.
Participer efficacement à une recherche scientifique orientée vers le développement, contribuant ainsi à la création de la valeur ajoutée dans les secteurs socio-économiques.
L’activité de la recherche scientifique s’appuie sur un réseau de conventions entre universités et différents opérateurs économiques et administrations publiques, de même qu’un réseau de conventions et accords de coopérations avec les universités et le centres de recherches nationaux et étrangers.
Pour relever véritablement les défis de la mondialisation et rompre la marginalisation croissante, l’Algérie devrait donc placer l’enseignement supérieur en l’occurrence la recherche scientifique au cœur de sa politique de développement, la dotant des apports financiers importants et modifiant la philosophie technique et administrative la régissant.

إن عصرنا هذا هو عصر العولمة و السرعة و المعلوماتية و اقتصاد المعرفة،كما أن قوة الدول و تطروها و نجاحها ، أصبح يقاس في عصرنا الحاضر لمدى التقدم و التطور الذي تحرزه في مجال برامج العلم و التكنولوجيا و البحث العلمي و التطوير ، بهدف تحقيق تنمية شاملة على كافة المجالات و منها تحسين جودة مخرجاتها ، ومن أصعب التحديات التي تواجه الدول على اختلاف درجة تقدمها هي إيجاد الحلول المناسبة للتحولات الكبرى التي يعرفها العالم و ذلك في فترة يشهد العالم تغيرات سريعة في مجال العلم و التكنولوجيا. وتأتي أهمية البحث العلمي مثلما قولنا من عالم اليوم من أن البشرية تعاني الكثير و العديد من المشكلات التي تقف عائقا أمام مسيرتها و تقدمها مثل قضايا المياه و التعليم و البيئة و الأمن و الصحة.
و في ظل هذه الظروف و التغيرات و التطورات الجديدة أصبحت الأمم أمنة بأن المخرج الوحيد من هذه التحديات هو تفعيل عملية العلم و التكنولوجيا أين أصبح البحث العلمي الأداة الوحيدة لخلق فرص التطور و النجاح و المنافسة و أحد معايير القوة في شتى مجالات الحياة ، حيث أصبح الكثيرون يعتقدون بأن الحديث عن الدور الهام للبحث العلمي في تطوير الصناعة أو حل المشاكل و الصعوبات بشتى أنواعها التي تواجهنا ليس بالأمر الجديد ، إنما المسألة هو وضع الأمر في نصابها .
إن احد المعايير المهمة التي تقاس بها عصرية أي مجتمع هي تطوره العلمي و التقني و ما ينفقه من أموال لإعداد و تطوير البنية التحتية للبحث العلمي و التطوير و ما يوليه من اهتمام و تركيز على تطوير الكوادر البشرية العلمية و تفعيل الشراكة العلمية إن على مستوى الجامعات على مستوى الجزائرو إن على صعيد الجامعات الأجنبية ، و ضمن هذا السياق فإن البحث العلمي هو المخرج الرئيسي القادر على التغلب على هذه المشكلات حيث أنه يستطيع أن يحقق عملية ربط التراكم المعرفي بالتطبيق و تحويل المعرفة إلى منابع ملموسة يستشعرها العام و الخاص.
