وقد تم الاستعانة بمنهجية تتسق بطبيعة البحث وتساؤلاته وأهدافه، والتي تتمثل في توظيف دراسة الحالة Case Study، والمدخل المنظومي، والمنهج الوصفي، بالإضافة إلى استخدام قوائم فحص تحليل الفجوة Gap Analysis Check Lists الخاصة بالمواصفة لغرض تحديد واقع أداء الأنشطة بالمنظومة الإدارية بجامعة عين شمس مقارنة بعناصر نظام ضمان الجودة الأيزو ISO 9001: 2008 لإبراز نقاط القوة والضعف الموجودة وتحديد طبيعة الفجوة وتحليل أسبابها. \\
وقد تم الاعتماد في الدراسة الميدانية على تطبيق قوائم الفحص المعدة من قبل منظمة التقييس الدولية المتضمنة (190) سؤالاً موزعة على (5) متطلبات رئيسية، والتي تتضمن بدورها (22) متطلباً فرعياً من متطلبات المواصفة جرى ترتيبها حسب المحاور الأساسية والفرعية للمواصفة، ولقد تم إعادة صياغة بعض العبارات، وتعديل البعض الآخر بما يتلاءم مع طبيعة الأنشطة التي تؤديها المنظومة الإدارية بجامعة عين شمس، وبما لا يخل بمتطلبات المواصفة – حيث يوجد بند بها يسمح بحالات الاستثناءات، هذا إلى جانب المعايشة الميدانية، والملاحظة الشخصية لأداء الأنشطة ذات العلاقة، فضلاً عن الاستعانة بالتقارير والوثائق والسجلات ذات الصلة، كذلك المقابلات مع المسؤولين، إلى جانب المقابلات مع خبراء في مواصفة الأيزو في إطار مشروع جامعة عين شمس لتطوير المنظومة الإدارية بها في ضوء متطلبات المواصفة. \\
وقد تم اختيار عينة قصدية للبحث تكونت من (547 فرداً) بنسبة 63% لمجتمع البحث. وقد تم تحديد الجوانب السلبية التي سببت حالات عدم المطابقة مع متطلبات المواصفة القياسية الدولية من خلال المعايشة الميدانية، والمقابلات الشخصية مع المعنيين في قطاعات المنظومة الإدارية بالجامعة، وملاحظة أداء أنشطة وممارسات التوثيق، مع الاستفادة من نتائج قوائم الفحص. \\
وقد أسفرت نتائج البحث عن عدم كفاية التوثيق، بل عدم وجوده أحياناً في بعض ممارسات وأنشطة المنظومة الإدارية بجامعة عين شمس يمثل السبب الرئيس الذي تعزى إليه وجود فجوة بين متطلبات المواصفة الدولية (ISO 9001: 2008) وواقع نظام الجودة القائم. وقد خرج البحث بتصور مقترح لتحقيق التوافق بين متطلبات المواصفة القياسية الدولية ISO 9001: 2008 وواقع نظام إدارة الجودة في المنظومة الإدارية بجامعة عين شمس لتقليص الفجوة من خلال وضع المعالجات المناسبة لاستيفاء متطلبات المواصفة بوصفها معايير قياسية دولية من أجل تأهيل المنظومة الإدارية صوب الحصول على شهادة المواصفة الدولية. \\

The aim of this research is to conduct an evaluation study of the reality of the quality management system in the administrative system of Ain Shams University in light of the requirements of the international standard (ISO 9001:2008) and conduct an analysis of the gap between the standards for the application of the quality management system: ISO 9001:2008 and the quality system that the administrative system at Ain Shams University works according to. This will contribute to the accurate diagnosis of the size of the gap, and then determine the necessary requirements to enable the university to eliminate this gap as a first step to implement the quality management system: ISO 9001:2008. This was undertaken by answering the following main question: What is the reality of the gap between the requirements of the international standard (ISO 9001:2008) and the reality of the quality system in the administrative system of Ain Shams University?
A methodology consistent with the nature, questions and objectives of the research was used, namely, the use of a case study, systemic entry and the descriptive methodological approach. That was in addition to using Gap Analysis Check Lists for the purpose of determining the reality of performance of activities in the administrative system of Ain Shams University compared to the elements of the quality assurance system ISO 9001:2008, to highlight existing strengths and weaknesses and determine the nature of the gap and analyze its causes.
The field study relied on the application of the inspection lists prepared by the International Standardization Organization (ISO), which included 190 questions distributed among (5) key requirements, which in turn include (22) sub-requirements of the specification, arranged according to the main and branch-axes of the specification. Some of the statements were redrafted and others were modified in accordance with the nature of the activities performed by the administrative system of Ain Shams University, and without diminishing the requirements of the specification, in the case where there is a provision allowing exceptions. That is in addition to reliance upon direct field interaction, personal observation of the performance of relevant activities, as well as the use of relevant reports, documents and records. The study also relied upon interviews with officials, as well as interviews with experts in ISO specification within the framework of Ain Shams University project to develop its administrative system in light of the requirements of the specification.
A research sample consisting of 547 individuals was selected in a deliberate manner representing 63% of the research community. Negative aspects that caused cases of non-conformity with the requirements of the international standard were identified through field living, personal interviews with stakeholders in the administrative system sectors of the university, observing the performance of documentation activities and practices, and through benefiting from the results of the examination checklists.
The research results have uncovered insufficient documentation. Indeed, sometimes its complete absence, in respect to some practices and activities of the administrative system at Ain Shams University, represents the main cause for the existence of a gap between the requirements of the international standard (ISO 9001:2008) and the reality of the existing quality system. The research produced a proposed vision to achieve conformity between the requirements of the international standard ISO 9001:2008 and the reality of the quality management system in the administrative system of Ain Shams University, to reduce the gap by developing appropriate treatments to meet the requirements of the standard, considering them to be international standards for the purpose of adapting the Administrative system towards obtaining the International Specification (Standard) Certification.
