المستخلص: التوترات السياسية في منطقة الشرق الأوسط وعدم كفاءة النظام الدولي لعدم انتشار الاسلحة النووية قد يؤدي إلى تكاثر المستشري لهذا النوع من الاسلحة وتقوض أيضا جهود الجهات الفاعلة الإقليمية على مدى أربعة عقود لخلق منطقة خلية من الاسلحة النووية بمنطقة الشرق الأوسط.
ما بين الدول العربية الأكثر تعرضا لناشري الاسلحة النووية السرية وقرار الولايات المتحدة لمنعهم من الحصول عليها، يتساءل المرء إذا كان بعض مظاهر اتفاق تسوية على سبيل المثال: معاهدة، تفاهم، خارطة الطريق، ... الخ، بين جميع الأطراف الفاعلة الشرق الأوسط قادرة على القضاء على الأسلحة النووية في هذه المنطقة.

Aujourd’hui, personne ne sait exactement ce que fait l’ONU, son degré d’importance, ou même son utilité. Le rôle qu’elle joue dans les relations internationales est donc difficile à cerner. Par conséquent, la question de la réforme de l’ONU se pose de plus en plus avec acuité. C’est l’accroissement du consensus mondial qu’il faut d’abord rechercher. Il s’agit du degré de «volonté politique» qu’il est possible d’atteindre pour aboutir à une paix mondiale, pour éradiquer l’ignorance et l’injustice, pour faire respecter les droits de l’homme et sauvegarder l’environnement. Or, la culture occidentale actuelle semble encore croire qu’il est impossible d’y arriver. On a même évoqué le choc des civilisations comme devant perpétuer le militarisme et la guerre. Ce qui dénote l’échec du système actuel des NU et la nécessité de sa réforme.

The political tensions within the Middle East region and the inefficiency of the international non-proliferation nuclear weapons regime could lead to a rampant proliferation of these types of weapons and undermine four decades of efforts by regional players to create a nuclear weapon free zone within the Middle East.
As Arab countries are among the most exposed by clandestine nuclear weapon proliferators and in light of the US decision to prevent them from acquiring them, a person may ask if some if the realities of the convention, which include for example the words treaty, understanding, road map etc. as set among all of the effective players of the Middle East, are in fact capable of eliminating nuclear weapons from the region.
