سارت العلاقات الأمريكية-الكوبية خلال مرحلة زمنية طويلة وفق حسابات ارتبطت بالحرب الباردة وما رافقها من صراع أميركي -سوفيتي كانت جمهورية كوبا في الطرف المناهض للسياسة الأمريكية وصديقا للاتحاد السوفيتي، إلا أن العقوبات التي فرضت عليها في ظرف تاريخي خاص تواصلت بعد انتهاء الحرب الباردة بربع قرن من السنين. وظل هذا الملف عالقا بين الإدارات الأميركية التي رأت في استمرار العقوبات ترسيخا لهيبتها الدولية، بينما اتسم وضع نظام الحكم في كوبا بالثبات والاستمرارية طوال تلك المدة، تحت قيادة فيدل كاسترو ومن ثم شقيقه راؤول، على الرغم من قسوة العقوبات. وقد مرت العلاقات بين البلدين بمنعطفات حادة، كما شهد الموقف من العقوبات المفروضة على كوبا تغييرا كثيرا لاسيما مع بداية الألفية الثالثة، والتطورات التي شهدها العالم.
