المستخلص: إن أسلوب بناء تقنيات المعلومات و كيفية التخطيط لها و مراحل تطويرها تعتبر من أهم التساؤلات التي تواجه متخذي القرار،حيث يجب ان يكون هناك تخطيط استراتيجي ودراسة علمية للاحتياجات والمتطلبات قبل إنفاق الملايين في شراء أجهزة الحاسوب و البرامج . لقد تبلورت نظم المعلومات الإدارية حتى أصبحت علما قائماً بحد ذاته له نظرياته العلمية و أساليبه الواضحة المحددة ولا يمكن تحقيق الاستفادة المثلى من نظم المعلومات إلا إذا تم تطويرها وفق المنهج العلمي السليم.
ان هذه الدراسة ناقشت تقنيات التخطيط الاستراتيجي وأثره على ادارة المنظمة، حيث خلصت الى أن هناك صعوبات تواجه تخطيط المعلومات التقنية مثل عدم التعاون بين مختصي تكنولوجيا المعلومات ومستخدمي النظام غير الفنيين. كما أوصت بمجموعة من التوصيات من اهمها ضرورة تطوير مفاهيم الإدارة في مجال نظام المعلومات للمستفيدين في المصارف البحثية سواء للقراء في الإدارة العليا أو الإدارة الوسطى أو من كانوا متعاملين مع نظم المعلومات الإدارية. وأيضا ضرورة اعتماد الخبرات والتخصصات والشهادات العليا الحديثة في إدارة المصارف وذلك للنهوض بها إلى واقع أفضل مماهي عليه الآن

The method of building information technologies, the manner of planning for them and the stages of their development, are from the most important questions confronted by decision-makers. That is because there must be strategic planning and scientific study of the needs and demands before spending millions in the purchase of computers and software. Management information systems have been refined until they have become a science in their own right which have their scientific theories and its own clear and defined styles. It is not possible to achieve the optimum benefit from the information systems unless they have been developed according to a sound scientific approach.
This study has studied strategic planning technologies and their impact upon the management of the organization, in the case where it concluded that there are difficulties confronting the information technology planning, like the lack of cooperation between information technology specialists and the non-technical users of the system. The study also made a host of recommendations, the most important of which included the necessity to develop management concepts within the field of information systems for users in research banks, both for the readers in senior management and middle management or those who deal with management information systems. That is in addition to the need to adopt modern expertise, specializations and certifications in respect to the management of banks and that is to elevate them to a better reality that they are currently in.
