إن القرن الحالي هو قرن تقنية المعلومات، فالعالم يمر بمرحلة انتقال منذ الدخول في القرن الحادي والعشرين حيث شكلت على إثرها تهديدات وتحديات أمام تقدم المجتمعات. ففي ظل ثورة تقنية المعلومات وتقدمها السريع تعاظم الاهتمام بوسائل التعليم واستخدام الأساليب التقنية الحديثة في العملية التعليمية باعتبار العنصر البشري هو أساس هذا التقدم، كما إن استثمار قدرات وإمكانيات الأفراد لتنمية ذاتهم ومشاركتهم الفعالة تساعد المجتمعات على مواجهة تلك التحديات. إن التقدم السريع في تقنية المعلومات يؤثر بشكل عام على العملية التعليمية وبشكل خاص على جودة مخرجات هذه العملية التي تبتي أهمية تحديث وتحسين قدرات وخبرات العنصر البشري القادر على التكيف والتعامل مع مخرجات ثورة تقنية المعلومات. لقد تبنت العديد من مؤسسات التعليم في الدول المتقدمة مداخل وطرق جديدة لتجويد العملية التعليمية التي يعتبر التعليم الإلكتروني أحدها، والهادف لتطوير وتحسني مخرجات التعليم العالي. فالتعليم الإلكتروني يساعد الطالب على تحمل مهام أكبره العملية التعليمية عن طريق الاستكشاف والتعبير والتجربة، وعندها يتغير دور العلم والطالب، فالطالب يصبح متعلما بدلا من مستقبل للمعلومة والمعلم يصبح مرشدا بدلا من خبير.
The current century is the century of information technology, the world now is experiencing a transitional stage, which is joining the twenty – first century, as threats and challenges that face societies development were formed as a result. In the shadow of information technology and rapid development, the interest in the educational means and the use of the process, as the human element in the foundation of this progress. Investing the abilities and potentials of the individuals to develop themselves, and this active participation helps societies to face these challenges. The rapid progress in the information technology affects the educational process in general, and on the quality of the process output, as the importance of modernizing and improving the abilities experiences of the human element, that is able to adapt and deal with the outputs of the information technology revolution. Several educational institutions in the advance countries have adopted new paths to qualify the educational process, as the electronic education is considered one of them. It also aims at developing and improving the high educational outputs. The electronic education helps the student to take more tasks in the education process through exploration, expression, and experiments. The role of the teacher and the student, as the student becomes educated instead of a receiver of the information, and the teacher becomes a mentor instead of an expert.
