|a تهدف الدراسة إلى إستخلاص الأسس الإستراتيجية المساندة لإستراتيجيات تنمية المؤسسات الصغيرة والمتوسطة في بعض الدول الرائدة ومحاولة إسقاطها على التجربة الجزائرية لمعرفة أسباب فشلها وإخفاقها. توصلت الدراسة إلى مجموعة من الأسس التي إشتركت في إعتمادها التجارب المدروسة، أهمها تطوير وتحديث مراكز ومخابر البحث، الربط العلمي بين قطاع التعليم والقطاع الاقتصادي وتطوير علاقات التعاون والعمل المشترك بين مختلف الأطراف الفاعلة عن طريق تشجيع التجمعات الصناعية وحاضنات الأعمال لدورهما في مرافقة هدا القطاع. أوصت الدراسة بضرورة إدراج هده الأسس المستخلصة بطريقة علمية في إستراتيجيات التنمية الاقتصادية في الجزائر وضرورة إعطاء الجامعة الأولوية العلمية في تطوير وتحديث مخابر ومراكز بحث متخصصة لبناء برامج تعليمية، تكوينية وتدريبية نموذجية .

|b This study aims to derive strategic foundations to support strategies for small and medium enterprises in the development of the leading countries and to try overthrow the Algerian experience to know the reasons for failures. The study reached a set of strategic foundations that participated in the adoption studied experiments, the most important development and modernization of centers and research laboratories, scientific linkage between the education sector and the economic sector and the development of cooperation and joint action between the different actors relations by promoting industrial clusters and business incubators for the role in accompaniment this sector. Study recommended the necessity the inclusion of these strategic foundations in a scientific manner in economic development strategies in Algeria and the necessity of give priority to the university scientific development and modernization of laboratories and research centers specializing in the development of model educational programs and training.
