المستخلص: تحتل المنظمات الحقوقية دورا رائدا في حماية وتعزيز حقوق الإنسان ويأتي في مقدمتها حق الوصول إلى المعلومات وحرية تداولها؛ فدراسة الآثار التي تركتها هذه المنظمات على ميادين حقوق الإنسان جاءت نتيجة اعتبارات كثيرة أصبحت تحتم علينا إعادة النظر في المكانة التي تحتلها تلك المنظمات في التعامل مع ملفات مهمة كملف حرية تداول المعلومات والتطور الملحوظ في تناولها للكثير من القضايا المتعلقة به ليس فقط على الصعيد الدولي وإنما على الصعيد الإقليمي والوطني؛ لتكتسب هذه الدراسة أهميتها من الأهمية التي تحظى بها حرية تداول المعلومات والتي كانت حافزا لإيجاد منظمات حقوقية تسعى إلى حمايتها بعيدا عن تأثير الدولة وأجهزتها الحكومية، وتهدف هذه الدراسة إلى محاولة فهم ماهية الدور الذى تلعبه تلك المنظمات في دعم حرية تداول المعلومات، فضلا عن توضيح الآليات والأنشطة التي تلجأ إليها لتحقيق ذلك بين مؤسسات الدولة وفئات المجتمع المختلفة.

Human rights organizations play a leading role in protecting and promoting human rights, foremost among which is the right to access information and freedom of its circulation. The study of the effects that these organizations have had on the fields of human rights came as a result of many considerations that made it necessary for us to reconsider the position held by these organizations in dealing with important files such as the file of the free circulation of information and the remarkable development in dealing with many issues related to it not only at the international level but at the regional and national levels. The study takes its importance because of the importance accorded to the freedom of information, which was a catalyst for the creation of human rights organizations seeking to protect them away from the influence of the State and its governmental bodies. This study aims to attempt to understand what role these organizations play in supporting the free circulation of information, as well as to clarify the mechanisms and activities they stick to achieve it between state institutions and different groups of society.
