|a القاعدة في شأن الصراعات والحروب الأهلية هي: عدم جواز التدخل ما دامت الإحداث تجري ضمن الحدود السياسية للدولة المعنية. هل تلتزم الدول بالقاعدة القائلة: إن عدم التدخل يكون في الحروب الأهلية المعترف بها فقط؟ لا توجد قاعدة تمنع التدخل في نوع من أنواع الصراعات والحروب الأهلية وتجيز التدخل في نوع آخر. كما أن أوقات الصراعات والحروب الأهلية هي الفترات التي يضيق فيها مجال الحقوق وهامش الحريات. والسبب هو حاجة الدولة المعنية إلى الحفاظ على الأمن والنظام. لا توجد قاعدة في القانون الدولي تسمح للدول بالتدخل حفاظا على الوحدة الإقليمية لدولة ما ضد اتجاه رغبة السكان وإن أحسن دليل على اتجاه رغبة السكان هو إعلانهم العصيان واختيارهم العنف، كما لا توجد قاعدة في القانون الدولي تجيز التدخل لفرض تقرير المصير، إلا عن طريق تطبيق نضام الأمن الجماعي كما هو عليه في الفصل السابع من ميثاق الأمم المتحدة.

Or to the rising of awareness, and the growth of a sense of nationalism and a sense of difference among a certain class of people. The identification the nature of the conflict and its objectives depends on the circumstances and many factors. The rule regarding the conflicts and civil wars is : the inadmissibility of intervention as long as the event taking place within the political boundaries of the state concerned. The time of conflicts and civil wars are periods in which narrows the field of rights and freedom margin. And the reason is the need of the state concerned to maintain security and order. As there is no rule in the international law that authorizes to intervene to the imposition of self-determination, but by applying a system of collective security as it is in the Chapter VII of the Charter of United Nations.
