المستخلص: The affairs of democracy, as an idea and practice, are based mostly on the circulation of information among the parties involved in it. The citizen is in constant need of knowledge about his rights. The ruler or political official is in constant need of information about his citizens, their attitudes, opinions and needs. In the light of all this, it can be said that the role of information technology within the democratic practice is not born of recent years but has rather existed since the inception of democracy itself.
Digital democracy is not a new kind of democracy, added to old ones, as we are only talking here about new ways to practice democracy. Technology does not create a new intellectual model, but rather offers new tools which make the theories and ideas work differently and its effectiveness is practiced more efficiently, accurately and cheaper.

إن الديمقراطية كفكرة وممارسة تقوم معظم أحوالها على تداول المعلومات فيما بين الأطراف المشاركة فيها فالمواطن في حاجة دائمة لأن يعرف معلومات عن حقوقه...والحاكم أو المسئول السياسي في حاجة دائمة لأن يعرف معلومات عن مواطنيه واتجاهاتهم وآرائهم واحتياجاتهم... في ضوء هذا كله يمكن القول أن دور تكنولوجيا المعلومات في الممارسة الديمقراطية ليس وليد السنوات الأخيرة ولكنه موجود منذ نشأة الديمقراطية نفسها.
فالديمقراطية الرقمية ليست نوعا جديدا من الديمقراطيات يضاف إلى الديمقراطيات القديمة لأننا في النهاية نتحدث عن وسائل جديدة لممارسة الديمقراطية فالتكنولوجيا لا تصنع نموذجا فكريا جديدا وإنما تقدم أدوات جديدة تجعل النظريات والأفكار تعمل بطريقة مختلفة وتمارس فعالياتها بشكل أكفا وأدق وأرخص.


L’idée de la démocratie se base surtout sur la circulation de l’information entre les parties concernées, tel que le citoyen qui a toujours besoin de savoir tous ce qui concerne ses droits, et le gouvernant qui a besoin aussi de savoir ce qui ce passe entre les gouvernées : leurs attitudes, opinions, ainsi que leurs besoins … Cependant, la démocratie numérique n’est pas un nouveau type par a port aux vieilles démocraties parce que nous parlons de nouvelles façons de la pratique
