المستخلص: Le développement durable ne peut devenir réalité qu’à partir du moment où il est approprié par les territoires et surtout par les acteurs de ces territoires. la problématique du développement ne devrait pas être abordée sans considérer les spécificités locales. Sa plus grande difficulté tient au fait que sa compréhension requiert une certaine originalité qui n'est pas toujours à la portée des décideurs. En matière de développement, aucun individu ne peut prétendre, à lui seul, posséder la méthode ou la stratégie adéquate, et cela ne peut se réaliser qu’a travers une gouvernance où tous les acteurs locaux sont sensés de valoriser le bien être de la population locale dans un contexte d’une solidarité locale pour aboutir à un développement local et durable. Dans ce contexte, la gouvernance, joue un rôle sur l’échelon des territoires et contribue à la résolution des conflits d’usage entre les différents acteurs.

Sustainable development can become reality only as from the moment when it is adapted by the territories and especially by the actors of these territories. The problems of the development should not be approached without considering local specificities. Its greater difficulty is due to the fact that its comprehension requires a certain originality which is not always with the range of the decision makers. As regards development, no individual can claim alone have the method or the adequate strategy, and that can be carried out only through governance where all the local actors are judicious to develop the good being of the local population in a context of solidarity local to lead to a local development and durable. In this context, the governorship, exploits a part the level of the territories and contributes to the resolution of the conflicts of use between the various actors.
