هدفت هذه الدراسة إلى الكشف عن التخطيط الاقتصادي للتعليم في ضوء متطلبات العولمة من خلال الوقوف على كون التعليم استثماراً أم استهلاكاً ومدى إسهام التعليم في النمو الاقتصادي، وتحديد المهارات المطلوبة عند التخطيط للمواد البشرية، ومعرفة كيفية حساب تكاليف التعليم وتواؤم الإنفاق على التعليم مع العائد الاقتصادي له وكيفية الاستفادة من ترشيد الإنفاق على التعليم في زيادة كفاءته وجودته وما الأنماط العالمية التي يمكن تطبيقها في مؤسسات التعليم العالي لتحقيق متطلبات العولمة، واستخدمت المنهج الوصفي التحليلي، وتوصلت إلى أن الاستثمار في التعليم خيار استراتيجي، وليس سلعة استهلاكية، وأن التأهيل النوعي للموارد البشرية المتوائم مع متطلبات ستؤدي إلى صقل مهارات الكوادر البشرية للتواءم ومتطلبات العولمة، وضرورة تطبيق الأساليب العلمية في حساب كلفة التعليم وعوائده عند التخطيط له، بينما لا يقتصر أثر الإنفاق على التعليم على العائدات الاقتصادية فقطر، بقدر ما يتجاوزها إلى عائدات أخرى تتمثل في تقدمه الاجتماعي والحضاري والتقني، ولا يعني ترشيد الانفاق على التعليم إهمال كفاءته وجودته بل هو عامل مساعد لتحقيق جودته لا عامل هدم لكفائته، كما أن نجاح بعض الدول في تطبيق بعض النماذج لصيغ التعليم العالي يخول الأخذ بها؛ بهدف رفع قدرة مؤسسات التعليم العالي على مواكبة متطلبات العولمة.
This study aims to explore the economic planning for education in the light of the requirements of globalization through determining whether education is investment or consumption, the extent of the contribution of education to economic growth, identifying the skills required when planning for human resources, figuring out how to calculate the cost of education, identifying the compatibility of spending on education with its economic return, determining how to benefit from the rationalization of expenditure on education in increasing its efficiency and quality, and determining the global patterns that can be applied in higher education institutions to meet the requirements of globalization. The study employed the analytical descriptive methodology, and concluded that the investment in education is a strategic choice, not a consumer good, the qualitative rehabilitation for human resources coordinated with the requirements of globalization will yield optimal investment in human capital, and moreover, applying planning will lead to hone the skills of manpower to suit the requirements of globalization, the need to apply scientific methods to calculate the cost of education and returns when planning, the spending on education is not limited to economic returns only, as far as it goes beyond to other revenues which leads to social, cultural and technical progress. Rationalization of spending on education does not mean neglecting its efficiency and quality, but it is a contributing factor to achieve quality and not a demolition agent for its efficiency, and that the success of some countries in the application of some models of the formula in higher education can be used to raise the ability of institutions of higher education to keep up with the demands of globalization.
