|b The education system development requires clarification its state through time, and relative to education systems in other societies. The clarification of this state is based on indicators. So, the research sought to clarify the state of Egyptian education system in some international reports. The research found that this state is low over time, and delay in the ranking among other educational systems, so it can't contribute effectively to achieve the goal of societal advancement and upgrading. The low of the state of Egyptian education system represented in: depression of enrolment in education, low of education quality, depression of internal efficiency in primary education, depression of public expenditure on education, low of equality in education, arising of deprivation of education, weakness of educational status of the population, and lack of participation in international exams. Some of the most important significances of the low of this State, were: the government did not to give education the importance and priority, and the government decline in its responsibility towards education. The most important implications of the low of this State to society as a whole, detected in: the developmental impasse that Egyptian society ailing, then the curve of the state of education system certainly would lead society to a humanitarian disaster.

|a يتطلب تطوير نظام التعليم الوقوف على حاله عبر الزمن، وبالنسبة لأنظمة التعليم في المجتمعات الأخرى، ويستند بيان هذا الحال إلى جملة من المؤشرات. لذا سعى البحث إلى بيان حال نظام التعليم المصري في بعض التقارير الدولية، وتوصل إلى تدني هذا الحال بمرو الوقت، وتأخره في التدريب بين أنظمة تعليمية أخرى؛ بحيث لا يستطيع الإسهام بفعالية في تحقيق هدف النهوض والارتقاء المجتمعي. وتمثل تدني حال نظام التعليم المصري في: انخفاض القيد بالتعليم، وتدني جودة التعليم، وانخفاض الكفاءة الداخلية لنظام التعليم الابتدائي، وانخفاض الإنفاق العام على التعليم، وتدني المساواة في التعليم، وارتفاع الحرمان من التعليم، وضعف الحالة التعليمية للسكان، وقلة المشاركة في الاختبارات الدولية. ومن أهم دلالات تدني هذا الحال: عدم إعطاء التعليم الأهمية والأولوية، وتراجع الدولة في مسئوليتها تجاه التعليم. وتحددت أهم تداعيات تدني هذا الحال على المجتمع بأسره، في: الأزق التنموي الذي يعانيه المجتمع المصري؛ إذ أن منحني حال نظام التعليم الحالي سيؤدي قطعاً بالمجتمع إلى كارثة إنسانية.
