المستخلص: هدف المقال عرض تقرير عن الندوة الدولية حول البيئة في حوض البحر الأبيض المتوسط: فضاء للشراكة أم مجال للتنافس والتي عقدت في مراكش يومي 25 و26 من نوفمبر 2016م ونظمها مختبر الدراسات الدولية حول إدارة الأزمات. توزعت أشغال هذه الندوة على يومين دراسيين، تناول اليوم الأول جلستان علميتان صباحية ومسائية. تركز محور الجلسة الأولى على التهديدات المناخية في حوض المتوسط ومستويات التفاعل، وتوزع برنامجها على أربعة مداخلات. في نهاية الجلسة العلمية الصباحية فتح النقاش حول مختلف الأفكار الأساسية التي طرحت وذلك بتفاعل الحاضرين مع مضامين العروض المقدمة على نحو أثرى النقاش العلمي الجاد والفعال الذي ميز أشغال هده الجلسة.
استؤنفت أشغال الندوة الدولية بالجلسة العلمية الثانية حول آفاق حماية البيئة في حوض المتوسط: إسهامات في التأسيس حيث تضمن برنامجها ثلاث مداخلات. وفي اليوم الثاني خصص محور الجلسة العلمية للمغرب ومدى استحضار البعد البيئي في السياسات العمومية. بعد الانتهاء من إلقاء المحاضرات فتح نقاش مع الجمهور حول مختلف قضايا البيئة في حوض البحر الأبيض المتوسط، قدمت الندوة مجموعة من التوصيات منها ضرورة توظيف الخيرات الطبيعية لحوض البحر الأبيض المتوسط في التخفيف من التحديات التي تواجه هذا الحوض. وضرورة إعادة النظر في الإطار المؤسسي المتعلق بالسياسة المناخية للمغرب. ووضع برنامج إصلاحي يشمل إنجاز مشاريع للحفاظ على الثروة المائية السطحية وتنميتها.

The article aims to present a report on the International Symposium on the Environment in the Mediterranean: a space for partnership or a space for competition, which was held in Marrakech on 25 and 26 November 2016 and organized by the International Studies Laboratory on Crisis Management. The workshop was divided into two days; the first day includes two morning and evening scientific sessions. The focus of the first session focuses on the climate threats in the Mediterranean and the levels of interaction and distributing its program to 4 interventions. At the end of the morning scientific session, the discussion was opened on the various basic ideas that were put forward. The participants interacted with the contents of the presentations presented in a manner that enriched the serious and effective scientific discussion that distinguished the works of this session.
The work of the international symposium resumed with the second scientific session about the prospects of the environmental protection in the Mediterranean basin: contributions to the establishment where its program included 3 interventions. On the second day, the focus of the scientific session was Morocco and the extent to which the environmental dimension in public policies. After the sessions, a discussion was held with the public about various environmental issues in the Mediterranean basin. The symposium presented a number of recommendations, including the necessity of using the natural resources of the Mediterranean basin in alleviating the challenges facing the basin. It is also necessary to reconsider the institutional framework for Morocco's climate policy as well as developing a reform program that includes the completion of projects for the conservation and development of surface water wealth.
