المكتبات العامة في ولاية الخرطوم بين الواقع والطموح

المستخلص: This study reviews the reality of the public libraries in Khartoum state in terms of the services provided to the beneficiaries, their nature, the extent to which they meet their needs, and their geographic location. It also wondered whether these libraries distributed fairly among the three governorates of the state: Khartoum, Bahri, and Omdurman, or whether the current distribution is a random distribution that is not based on scientific studies, buildings, employees and the technical preparation of the information receptacles in all its various types and forms, collections and other basic requirements of public libraries. The study is based on the use of field survey approach and visiting the public libraries in Khartoum State, which numbered eleven libraries. The data and information of the study were collected by using the questionnaire and through which the researcher reached a set of conclusions, including the low and non-encouraging general environment for workers and pioneers, the lack of interest in public libraries by various state agencies, the absence of legislation, the random geographical distribution and the general weakness of collections. In addition, it concluded the obsolescence of receptacles and buildings, the acute shortage of qualified and specialized human cadres, the lack of services and cultural and social activities, and the lack of allocation of special places and collections for children, illiterate people, women and people with special needs, in addition to the limited and negligible budgets in many cases. The study also recommended the need for further studies to improve the general situation of public libraries in the state of Khartoum, urging the State to pay attention, take care of them, and work on issuing binding legislation to all public libraries in Khartoum state, taking into account the equitable geographical distribution in case of establishing new libraries. Moreover, the study recommended the need to supply all the libraries of the state in accordance with the needs of the beneficiaries, standardize the architectural form, qualify, and train human cadres to be able to do their duty towards the community in full. Furthermore, it recommended the need to create the atmosphere for both workers and beneficiaries, the need to adopt specialized technologies and software in the field of libraries, pay attention to activities, and holding lectures, seminars and workshops, besides allocating special places and collections for children, illiterate people, women and people with special needs.

تستعرض هذه الدراسة واقع المكتبات العامة في ولاية الخرطوم من حيث الخدمات المقدمة للمستفيدين وطبيعتها ومدى تلبيتها لاحتياجاتهم، وموقعها الجغرافي وهل هذه المكتبات موزعة توزيع عادل بين محليات الولاية الثلاث الخرطوم، بحري، أمدرمان أم أن التوزيع الحالي توزيع عشوائي لا يستند إلى دراسات علمية، والمباني والعاملين والإعداد الفني لأوعية المعلومات على مختلف أنواعها واشكالها والمجموعات وغيرها من المتطلبات الأساسية للمكتبات العامة، معتمد في ذلك على استخدام منهج المسح الميداني وزيارة المكتبات العامة في ولاية الخرطوم والتي بلغ عددها إحدى عشر مكتبة، وقد جمعت بيانات ومعلومات الدراسة بواسطة الاستبانة ومن خلالها توصل الباحث إلى مجموعة من النتائج نجملها في تدني البيئة العامة والغير مشجعة للعاملين والرواد وعدم الاهتمام بالمكتبات العامة من قبل أجهزة الدولة المختلفة مع غياب التشريعات وعشوائية التوزيع الجغرافي والضعف العام للمجموعات وتقادم الأوعية والمباني والنقص الحاد للكوادر البشرية المؤهلة والمتخصصة وقلة الخدمات والأنشطة الثقافية والاجتماعية وعدم تخصيص أماكن ومجموعات خاصة بالأطفال والأميين والنساء وذوي الاحتياجات الخاصة إضافة إلى ضعف الميزانيات وانعدامها في كثير من الأحيان. كما أوصت الدراسة بضرورة إجراء المزيد من الدراسات للارتقاء بالوضع العام للمكتبات العامة في ولاية الخرطوم وحث الدولة على ضرورة رعايتها والاهتمام بها والعمل على إصدار تشريعات ملزمة لجميع المكتبات العامة في ولاية الخرطوم مع مراعاة التوزيع الجغرافي العادل عن إنشاء مكتبات جديدة وان يتم التزويد لجميع مكتبات الولاية وفقاً لاحتياجات المستفيدين وتوحيد الشكل المعماري وتأهيل وتدريب الكوادر البشرية لتتمكن من القيام بواجبها تجاه المجتمع على الوجه الأكمل وتهيئة الجو العام للعاملين والمستفيدين معاً وضرورة الاعتماد على التقنيات والبرمجيات المتخصصة في مجال المكتبات والاهتمام بالأنشطة وإقامة المحاضرات والندوات وورش العمل وان تخصص أماكن ومجموعات خاصة بالأطفال والأميين والنساء وذوي الاحتياجات الخاصة.
