|b Cryptography is important section of information security and the digital Signature is one of its applications - symmetric encryption system - which used to verify authentication, and reliability of the owner of information and the correctness of the information digitally, it's used to prevent general problems such as the falsification of electronic documents and signatures on them, and from here this research is dealing with a proposal to solve the problem of forging a university degree paper document - Diploma, Bachelor, Bachelor(honor), Master, PHD - in Neelain University, and the problem of slowness and difficulty of extracting the certificate document. It includes using of concept of the digital signature on the certificate as a paper document through the use of digital encryption system RSA, to sign the certificate and verify the authenticity of the signature, and verification is done through entering letters of signature and public key in the verification program for verification or through the scanner. And it includes building an electronic system (model) based on database which is containing certificate information and applying the solution on that system which outputs the certificate. Expected results of applying this solution is to secure a university certificate document which is extracted and protect it from fraud or any unauthorized part to output it, increase employment institutions confidence of the University certificate, whether local or international, to help detect and track the counterfeiters, reducing fraud in general, keep abreast of developments technical, the ability to output digital university degree certificate securely. The study followed scientific methodology in the field of computer science, such as the use of the concept of Object-oriented analysis and design in general in the certification system and support diagrams and graphics to reach the goals. the recommendations are: the most important one is creating information security department at information technology and communication management which is specializing in information security affairs and develops policies, the application of the concept of digital signature gradually in agreement with the specialized institutions in the use of digital signature, train system users on how to use the keys for signing and keeping it from theft, use of digital signature not only at the University of Niles but applied for each universities and institutes and training centers and institutions of interest to them it.

|a في عصرنا اليوم يمثل مجال امن معلومات دورا مهما في حماية وتأمين المعلومات، ومن أقسام امن المعلومات المهمة قسم علم التشفير ومن تطبيقاته التوقيع الرقمي-لأنظمة التشفير غير المتماثل-التي تستخدم للتحقق من موثوقية صاحب المعلومة بالإضافة الى صحة المعلومة نفسها بشكل رقمي، التي تستخدم لمنع تزوير المستندات الإلكترونية والتواقيع عليها. ويتناول الورقة اقتراح حل مشكلة تزوير مستند الشهادات الجامعية الورقية-دبلوم، بكالريوس عام، بكالريوس شرف، ماجستير، دكتوراة-في جامعة النيلين، وبطء صعوبة استخراج الشهادة وذلك باستخدام مفهوم التوقيع الرقمي على الشهادة كمستند ورقي من خلال استخدام التواقيع الرقمية بنظام التشفير ار اس ايه، التي تقوم فكرته على تمليك مفاتيح التشفير وفك التشفير (مفتاح عام، مفتاح خاص) للموقع الذي يوقع على الشهادة، واستخدام المفتاح الخاص لتوقيع الشهادة والمفتاح العام تستخدم من قبل أي شخص للتحقق من صحة التوقيع؛ عند التوقيع يتم طباعة التوقيع في المكان المخصص له-غالبا في نهاية المستند تحت اسم الموقع-والتحقق يكون من خلال إدخال حروف التوقيع والمفتاح العام في برنامج التحقق للتحقق منها أو من خلال الماسح الضوئي، بالإضافة البناء نظام الكتروني (نموذج) معتمدة على قاعدة بيانات تحوي معلومات الشهادة وتطبيق الحل عليها، وتستخرج منها الشهادة. النتائج المتوقعة من تطبيق الحل هي تأمين الشهادة الجامعية الورقية المستخرجة وحمايتها من التزوير أو أي جهة غير مخولة لها باستخراج الشهادة، زيادة ثقة مؤسسات العمل بشهادة الجامعة سواء محلية أو عالمية، المساعدة على كشف وتتبع المزورين، الحد من التزوير بشكل عام، مواكبة التطور التقني، إمكانية استخراج شهادات جامعية الكترونية. الدراسة اتبعت المنهجية العلمية في مجال علوم الحاسوب مثل استخدام مفهوم التحليل والتصميم الكائني بشكل عام لنظام الشهادات عام ودعمها بالمخططات والرسومات. تم استخراج توصيات أهمها إنشاء قسم أمن المعلومات بإدارة تقانة المعلومات متخصصة في شؤون أمن المعلومات ووضع سياسيات استخدامها، كما يوصى الباحث بتطبيق مفهوم التوقيع الرقمي بالتدريج بالاتفاق مع مؤسسات متخصصة في استخدام التوقيع الرقمي، يوصي الباحث أيضا بتدريب مستخدمي النظام على كيفية استخدام المفاتيح للتوقيع والحفاظ عليها من السرقة، كما يوصي باستخدام التوقيع الرقمي ليس على جامعة النيلين فقط بل تطبيقها لكل الجامعات والمعاهد ومراكز التدريب والمؤسسات التي تهمها الأمر.
