|a يظهر جليا دور الأمن وعلاقته بحقوق الإنسان للنهوض بالتعليم وتحقيق التنمية، سواء ما ورد بشأن تلك العلاقة في النطاق الشرعي أو وفق المنظور الدولي، فأمن الشعوب شرعا يتوقف على انتهاج ولي الأمر السياسة الحكيمة في تصريف شؤون البلاد والنهوض باقتصادها وتمكينها من القيام بحفظ الأمن واستتبابه.\nأما دور الأمن وعلاقته بحقوق الإنسان وفق المنظور الدولي فتكمن في تأكيد الدراسات الدولية على الارتباط الوثيق بين الأمن وحقوق الإنسان والتأثير المتبادل لكل منهما على الآخر، فكما ينبغي أن يقوم الأمن بتوفير سبل الحماية التي تكفل الحفاظ على حقوق الإنسان من الاعتداء عليها، فإن استتباب الأمن مرهون بعدم الاعتداء على حقوق الإنسان.\nولأن ظاهرة الإرهاب من القضايا التي تتطلب تضافر الجهود للقضاء عليها، إذ لا تقتصر مسئولية ذلك على المؤسسات الأمنية فحسب بل هي مسئولية المجتمع برمته، لذا فالجميع مطالب بالسعي الحثيث لوضع الوسائل والتدابير الكفيلة بتخليص المجتمع من هذه الظاهرة الغير سوية والتي تضر بأمن المجتمع واستقراره.

|f The role of security and its relationship to human rights in promoting education and achieving development is demonstrated, both in the legal sphere and in accordance with the international perspective. The legitimate security of peoples depends on the prudent policy of the ruler in the conduct of the affairs of the country, the advancement of its economy and the ability to maintain the security.\n As for the role of security and its relationship to human rights in accordance with the international perspective, international studies confirm the close link between security and human rights and their mutual influence on each other. Just as security should provide protections to safeguard human rights from abuse, security depends on non-infringement of human rights. \nThe phenomenon of terrorism is one of the issues that requires concerted efforts to eliminate it. This is not only the responsibility of the security institutions, but also the responsibility of society as a whole.
