بعد أن تستعرض الورقة الحزم المرتبطة بالاستثمار الأجنبي وتصنيفاته المختلفة، تتناول أثاره الاقتصادية على عدة عوامل من أهمها: عوامل انتقال رؤوس الأموال " عائدات الاستثمار الأجنبي" مؤثرات العولمة الاقتصادية" الأثر علي التنافسية والتجارة الخارجية؟ والآثار المرتبطة بالأستخصاص المصاحب لسياسات التحرير الاقتصادي التي تعتبر من شروط جذب الاستثمار الأجنبي، بعد ذلك تتناول الورقة وجها أخر للاستثمار الأجنبي هو المتعلق بالسلبيات والمخاطر. بعد البحث في المخاطر وتصنيفاتها تضع الورقة قيد البحث أساليب تقييم مخاطر الاستثمار الأجنبي وتضع المؤشرات والمتطلبات التي يجب توافرها للسودان لتوفيق أوضاعه مع المعايير الدولية، كشرط مهم لمناخ الاستثمار الملائم وتحسين التقييم الخاص به عالميا، وإدراجه بشكل إيجابي في التقارير الدولية للاستثمار والتنافسية. مع الاستنتاج بأهمية الاستثمار الأجنبي للسودان تنبه الورقة إلى ضرورة الاهتمام بالسلبيات والمخاطر المحيطة به وإخضاع تقييم الأداء والعائد والمردود الاقتصادي والاجتماعي إلى معايير التقييم الدولي وربط ذلك التقييم بالاتفاقيات والمعاهدات الدولية بشكل يساعد علي جذب الاستثمار الأجنبي من جهة وصيانة المصالح الاستراتيجية للسودان وتعظيم المنافع الاقتصادية والاجتماعية المستمدة منه، من جهة أخري. اهتمت الورقة بشكل خاص بمعايير الاستثمار الزراعي الأجنبي لأهميته الكبيرة للسودان وللمخاطر البيئية والاجتماعية المحيطة به، ووضعت عددا من التوصيات التي يمكن أن تساعد في المجال العلمي الخاص بسياسات الاستثمار الأجنبي وتقويمه.
The paper reviews the packages associated with foreign investment and classifications different dealing with its economic impact on a number of factors including: factors of Capital flows , revenues, foreign investment' effects of economic globalization 'impact on the competitiveness and foreign trade' also effects associated with privatization and the policies of economic liberalization, which is one of the conditions to attract foreign investment. After this paper addresses another aspect of foreign investment, on the drawbacks and risks. After searching the risks and their ratings the paper put under discussion methods of evaluating the risks of foreign investment and develop indicators and requirements that must be met for Sudan to reconcile his position with the international standards, as an important condition for the investment climate appropriate and improve his international evaluation, include his position in the reports of international investment and competitiveness. In conclusion of the importance of foreign investment for Sudan the paper alerted to the need for attention drawbacks and risks surrounding it and the placement of assessing performance, yield, economic and social returns to the evaluation criteria’s of international organizations and linking that assessment with international conventions and treaties are helping to attract foreign investment , on the one hand and the maintenance of the strategic interests of the Sudan and to maximize the economic and social benefits derived there from , on the other. The paper is particularly concerned with the standards of foreign agricultural investment which is great importance for Sudan and for the environmental and social risks surrounding it, and put a number of recommendations that could help in the practical field of foreign private investment policy and its evaluation.
