المستخلص: The Local development promotes the wealth of the country. It is an economic, social and cultural dynamic that increases the well-being of society and community. This suggests the intervention of differents actors such as the State, local administration, civil society, financial partners, and even citizens. If we consider the Arab Maghreb Union as the subject of our study, it would be possible to understand the mechanisms to implement in order to ensure a harmonious development, a potential pledge, and a social peace.
