This communication aims to stady the context in which universities operate today, followed by an analysis of theoretical approaches in diplomacy of knowledge. So, the present study, in light of the Law 01-00 and the Emergency Plan: 2009-2012 adopted in Morocco, the various constraints that have hindered the establishment of a cognitive university drawing on stakeholder theory, network and one of the postulates of heterodox international political economy. The objective is to create an integrated university governance and cooperative focusing attention in particular on the balance between employment and knowledge in the process of learning. Such a balance is dependent on the creation of a transdisplinary university. In this case, university diplomacy will be considered as a fundamental pillar of economic diplomacy both in Africa and in all regions of the world.
