In spite of the blocking of its adoption on behalf of the majority and opposition, the new organic law of finances n° 130.13, accommodated by political arrangements, so much by the chamber of Representatives, the chamber of the advisors and the Government, validated under reserves by the constitutional council and published finally in the Official Bulletin, is fully applicable starting from January 1st, 2016. This organic law, very expected since years, devotes the methods of a modem public management, with like principal objectives the culture of the results through the promotion of the performance and the transparency. رغم القيود التي أبدتها فرق الأغلبية أو المعارضة أثناء المصادقة على القانون التنظيمي المتعلق بقانون المالية الجديد والذي انتهى بالتراضي السياسي بين مجلس النواب ومجلس المستشارين وتمت المصادقة عليه من طرف المجلس الدستوري بتحفظ وتم نشره بالجريدة الرسمية وأصبح قابلا للتنفيذ، ابتداء من فاتح يناير 2016، فإن هذا القانون الذي تم انتظاره طويلا أتى ليضبط الآليات اللازمة بشأن التدبير العمومي العصري والذي تتجلى أهدافه الرئيسية في إرساء ثقافة النتائج، من خلال دعم الأداء والنجاعة والشفافية. |
